About The Position

The Executive Director of Budget (ED Budget) serves as a conscientious advisor at all levels within the University supported by careful analysis. Reporting to the Vice President of Administration and Finance, the ED Budget administers the budget planning system, ensures the field has the knowledge, tools, and support necessary for sound fiscal management, and models the impact of established and anticipated strategic policy on the use of resources to deliver on mission and meet strategic priorities. The ED Budget is highly collaborative, exemplifies excellence in strategic thought, insightful analysis, and interpersonal behaviors while engaging consistently with all levels of the institution in planning, review, and implementation of the budget.

Requirements

  • Degree in accounting, finance, economics, or business administration from an accredited four-year college or university.
  • Seven (7) years or more experience in budgeting/accounting and/or managing fiscal services such as budget development, forecasting, or analysis of financial data, preferably in a higher education environment.
  • Working knowledge of Financials, HR, and Student Services software or equivalent Enterprise Resource Planning software packages such as PeopleSoft, Oracle, and/or Workday.
  • Proven success as a strategic thinker and in working with multi-year budget projects.
  • Forward thinker with the ability to see the connections and pathways from today to 5 years ahead.
  • Experience connecting budget to the strategic plan for implementation with on-going attention to alignment and refinement.
  • Experience working collaboratively with and across all institutional stakeholders and with external groups to communicate budget decisions, processes, planning, and monitoring practices.
  • Understanding of and ability to identify and implement efficiencies in processes and in use of ERP system (Workday).
  • Knowledge of state government organization, functions and services.
  • Demonstrated high-level organizational skills with the ability to prioritize and work effectively in a fastpaced, detail-oriented, and time-sensitive environment.
  • Proven track record of successful analytic and project management skills, experience with budget management systems, financial software, and an enterprise resource (ERP) system.
  • Demonstrated ability to manage stressful situations with tact and diplomacy, make difficult decisions, and work with a finding solutions mindset.
  • Experience supervising and mentoring staff and the ability to lead individuals and teams.

Responsibilities

  • Developing and preparing the University’s operation budget, budget request, and estimates revenue and expenditures.
  • Overseeing the integration and execution of the University’s budget and ensure compliance with the State and University System of Maryland.
  • Coordinating and monitoring budget processes with all University academic and administrative units to assure efficient fiscal planning and management.
  • Overseeing financial, business, and administrative compliance with applicable state, federal, and USM statute guidelines, and policies and general accepted accounting principles and practices.
  • Preparing and assembling statistical data and reports for use in budget evaluation.
  • Advising executive leadership, including but not limited to VPs, Deans, and/or Chair level positions, on budgeting, financial planning strategies, and budget forecasts.
  • Responsibility for maintaining position control and reporting of related information to ensure compliance with the University System of Maryland guidelines.
  • Preparing revenue/expenditure projections, funding allocations, budget justifications and legislative review documents.
  • Maintaining computerized budget system and designs and implements enhancements to the system when necessary.
  • Attending all budgetary meetings conducted by the University and/or other State agencies/system.
  • Responsibility for ensuring training and various budget information sharing is conducted at all levels of the University.
  • Representing the Vice President and/or University at meetings conducted by the University, State agencies/system, and/or other external organizations.
