About The Position

GENERAL STATEMENT OF DUTIES: To perform, organize, direct, supervise and coordinate the work of Information Technology, Radio and Telecommunications in a Law Enforcement environment. Management of technical/network support, Procurement of computer, radio and telephone equipment, accessories, software and services as well as establishing IT, Radio and Telecommunication policies and operations within a law enforcement department; and to do related work as required. Perform related duties as required. SUPERVISION RECEIVED: Works under the administrative supervision of a superior with wide latitude for the exercise of independent judgement in the application of systems analysis and electronic data processing techniques; work is reviewed usually upon completion for results obtained and conformance with departmental policies, and pertinent laws and regulations. SUPERVISION EXERCISED: Plans, coordinates, directs and supervises the work of professional, technical, and clerical staff engaged in systems analysis, programming, technical/network technicians, and electronic data programming procedures. ILLUSTRATIVE EXAMPLES OF WORK PERFORMED: Responsible for the strategic planning, organization, direction, supervision, and coordination of all Information Technology (IT), Radio and Telecommunications functions within a medium-to-large department. This includes Program Management, Technical and Network Support, and the procurement of computer, radio and telecommunications equipment, software, and services. Oversee the establishment and implementation of departmental IT, Radio and Telecommunications policies and operations. Lead and manage department-wide IT, Radio, and Telecommunications projects, ensuring effective planning, monitoring, control, and successful delivery. Coordinate Program Management activities involving network design, systems analysis, and application development. Oversee Technical and Network Support operations, including network, radio and telecommunications management, hardware and software troubleshooting, and maintenance of the department’s Local Area Network (LAN) and Wide Area Network (WAN) and the Radio Tower Network. Direct procurement processes related to IT, Radio and Telecommunications, ensuring timely ordering, shipment, and receipt of all hardware, software, accessories, and supplies. Evaluate the need for new or enhanced information, radio and telecommunications systems, defining user requirements and system objectives, and conducting cost-benefit and feasibility analyses. Develop system specifications based on comprehensive analysis of user information needs, current organizational structure, existing systems, and input/output processing requirements. Design and plan various system networks that meet operational and reporting needs. TEMPORAL EXAMPLES OF WORK PERFORMED: Responsible for the annual strategic planning, quarterly organization reviews, and ongoing direction, supervision, and coordination of all Information Technology (IT), Radio, and Telecommunications functions within a medium-to-large department. This includes monthly oversight of Program Management, Technical and Network Support, and the quarterly procurement of computer, radio, and telecommunications equipment, software, and services. Oversee the biannual review and implementation updates of departmental IT, Radio, and Telecommunications policies and operations. Lead and manage multi-phase department-wide IT, Radio, and Telecommunications projects, ensuring initial planning, biweekly progress monitoring, mid-project control assessments, and timely final delivery. Coordinate Program Management activities involving initial network design phases, system analysis conducted during early project stages, and application development tracked through project sprints or milestones. Oversee Technical and Network Support operations, including daily network health checks, weekly radio and telecommunications system diagnostics, monthly hardware and software troubleshooting audits, and continuous maintenance of the department’s Local Area Network (LAN), Wide Area Network (WAN), and Radio Tower Network. Direct procurement processes related to IT, Radio, and Telecommunications through monthly purchase cycles, ensuring weekly tracking of order status, and quarterly inventory reviews for hardware, software, accessories, and supplies. Evaluate the need for new or enhanced systems through annual assessments, project-based user feedback sessions, and pre-implementation feasibility and cost-benefit analyses. Develop system specifications during the early phases of project initiation, based on comprehensive analysis of user information needs, current organizational structure, existing systems, and input/output processing requirements. Design and plan various system networks that meet operational and reporting needs, typically reviewed quarterly and updated annually in alignment with technological advancements and organizational objectives.

Requirements

  • Comprehensive knowledge of computer network architecture, and the operational intricacies of general-purpose digital computers, radio and telecommunications systems.
  • Extensive understanding of project management principles and practices essential for overseeing multiple concurrent IT, Radio and Telecommunications projects.
  • Well-versed in modern management theories and practices, with a demonstrated ability to effectively apply these principles in a dynamic, technological law enforcement environment.
  • Skilled in planning, organizing, directing, and supervising professional, technical, and administrative staff involved in translating departmental procedures and operational challenges into automated data processing systems.
  • Proven ability to communicate clearly and effectively with subordinates, executive leadership, and departmental personnel at all levels.
  • Possesses the leadership, strategic thinking, and interpersonal skills necessary to drive technological initiatives and support organizational objectives.
  • A minimum of 5–7 years of progressive experience in Information Technology, with at least 5-10 years in a leadership or supervisory role managing technical teams, IT operations, or a related field.
  • Prior to appointment, selected candidate must successfully complete a comprehensive background investigation conducted by the Rhode Island State Police.
  • Following appointment, selected candidate must successfully complete a 130 working-day probationary period, as required by the collective bargaining agreement.
  • Specific to new hires, the law requires that all employees hired after September 30, 2014 participate in direct deposit. Accordingly, any employee hired after this date will be required to participate in the direct deposit system. At the time the employee is hired, the employee shall identify a financial institution that will serve as a personal depository agency for the employee.

  • An associate degree or bachelor’s degree in Information Technology, Computer Science, or a related field is preferred, but not required with sufficient experience.
