Job Summary:  The Evaluation, Innovation, and Research (EIR) Department drives CIVHC’s mission to improve health care in Colorado through rigorous evaluation, applied research, and innovative data-driven solutions.  The EIR Analyst supports projects across all three service lines — evaluation, innovation, and research. Each analyst is expected to maintain a balanced portfolio spanning all service lines, as directed by the EIR team lead, manager, and director.  Using the Colorado All Payer Claims Database (CO APCD) and other data sources, the EIR Analyst designs and conducts statistically sound analyses to measure program effectiveness, generate actionable insights, and test innovative approaches that advance health equity, affordability, and outcomes across the state.  This position requires deep analytic experience, methodological rigor, and the ability to translate complex statistical findings into meaningful results for a wide audience. Hybrid Work Model This position is based in Denver, Colorado. Because CIVHC operates under a hybrid work model with a requirement of at least one in-office day per week (unless otherwise approved), candidates must reside within a commutable distance to the Denver metro area. Limited relocation assistance may be available for out-of-state candidates who intend to relocate to the Denver area.

Requirements

  • Experience in evaluation, research, or innovation projects with an emphasis on equity, justice, and social determinants of health.
  • Familiarity with health care or claims data and analytic tools (e.g., SAS, SQL, R, Python).
  • Ability to learn and apply new methods quickly.
  • Strong organizational skills with the ability to manage multiple concurrent projects.
  • Proficiency with Salesforce, SharePoint, and Zoom.
  • Strong written and verbal communication skills, including the ability to explain technical concepts to non-technical audiences.
  • Detail-oriented with critical thinking and problem-solving skills.
  • Curiosity, adaptability, and enthusiasm for cross-disciplinary work.
  • Strong foundation in statistical theory and applied statistical analysis, including study design, modeling, and inference.
  • Master’s degree in math, statistics, computer science, data science, social sciences, public health, or policy-related fields or an equivalent combination of education and experience.
  • Five or more years of experience in research, evaluation, innovation, data analysis, or related fields.

Responsibilities

  • Design and implement statistically rigorous evaluation strategies and performance metrics for health care programs and policies.
  • Conduct process and outcome evaluations using both quantitative and qualitative methods.
  • Create accessible data visualizations and reports tailored to multiple audiences.
  • Develop evaluation protocols and data collection tools aligned with project objectives.
  • Conduct literature reviews and contribute to manuscripts, reports, and technical documents.
  • Define research questions and proposals in collaboration with internal and external partners.
  • Collect and analyze primary data (surveys, interviews, focus groups) and integrate with CO APCD or other datasets.
  • Apply advanced statistical and analytic methods to complex health care data including regression modeling, risk-adjustment, and propensity matching.
  • Translate findings into actionable recommendations for policy or program improvement.
  • Identify opportunities for new methodologies, analytic tools, and program approaches.
  • Pilot and refine innovative solutions informed by data and community needs.
  • Translate evaluation and research findings into forward-looking strategies and resources.
  • Share lessons learned and best practices to promote innovation across CIVHC.
