About The Position

Evaluates, monitors, and reports EEO and workplace violence complaints and administers the TxDOT Watch reporting system. Serves as a subject matter expert by advising on employment law-related topics and leading outreach and training on areas such as equal employment opportunity (EEO), workplace violence, professionalism, and ethics for the Texas Department of Transportation. Reviews reports, trainings, memorandums, and other written materials. May conduct independent investigations on EEO or workplace violence related matters. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence

Requirements

  • Bachelor's Degree in any discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
  • 5 years of experience in human resources, employee relations, ethics and/or employment law, or closely related experience (Experience can be satisfied by full time or prorated part time equivalent) Related graduate level education may be substituted for experience on a year per year basis.
  • Valid driver’s license. This position requires driving a state vehicle.
  • Extensive knowledge of Human resources administrative practices and procedures
  • Extensive knowledge of Human resources management policies and practices
  • Extensive knowledge of Federal and state laws, regulations, and guidelines governing the human resources field
  • Extensive knowledge of Equal employment opportunity guidelines
  • Expert skill in: Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area
  • Expert skill in: Public relations for maintaining effective working relationships with individuals and groups, both internal and external

Responsibilities

  • Advises managerial and non-managerial employees on various issues related to Employee Conduct, Ethics, Equal Employment Opportunity, Workplace Violence.
  • Partners with Human Resources Generalists and Compliance Division employees to ensure consistency in related matters.
  • Reviews and analyzes results to determine investigation findings and discusses proposed findings with Section Director.
  • Prepares Memorandum of Findings for assigned investigations, and reviews results of complaints with district engineers/division directors, and appropriate Human Resources division personnel.
  • Creates and conducts presentations concerning various issues related to Employee Conduct, Ethics, Equal Employment Opportunity, Workplace Violence, and other Human Resources related matters, and create relevant handouts, visual aids, or other documentation to enhance the presentations.
  • Reviews, logs, and tracks complaints received concerning discrimination, harassment, retaliation, workplace violence, and other general human resources related issues.
  • Maintains section databases for complaints concerning Equal Employment Opportunity (EEO), other general human resources related issues, and workplace violence issues; summarizes allegations and logs complaints, and tracks from receipt to closeout including all actions taken.
  • Develops initial complaint triage, collects relevant information and documents to include, provides recommendations on complaint handling, and submits to Section Director for review.
  • Prepares, conducts, and implements investigation plans to include collecting relevant information, preparing witness questions, interviewing relevant parties, taking interview notes and summarizing findings in accordance with investigative process procedures.
  • Review, maintain, and update Ethics, Equal Employment Opportunity (EEO), and Workplace Violence e-learnings.
  • Collects and creates reports for data related to Equal Employment Opportunity (EEO) complaints received by the Human Resources Division
  • Reviews and makes recommended updates of the Employee Conduct Handbook, forms, and of existing Department policies and procedures on Equal Employment Opportunity (EEO), Ethics, Employee Conduct, and Workplace Violence.
  • May serve as a lead worker by serving as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members’ career conversations; and approving leave requests to ensure operations coverage.
  • Performs other job responsibilities as assigned.
