About The Position

The Estimator-Base Operations Support will be responsible for supporting the development of complex, multi-year federal proposals. The ideal candidate will have experience in successfully translating technical scopes into accurate, defensible pricing for large service contracts supporting military and federal installations. To be successful, the candidate will need to understand how facilities and base operations work in practice and easily convert that reality into compliant, competitive cost models. This position plays a critical role in shaping win strategies while protecting the business from inexecutable assumptions. Work Model: Remote

Requirements

  • 5+ years’ experience supporting DoD or civilian agency proposals; emphasis on estimating experience for BOS, facilities, or large federal service contracts.
  • Advanced Excel skills, including the ability to build, audit, and maintain complex cost models.
  • Demonstrated experience developing labor hour models using RSMeans, Whitestone, OEM data, historicals, or other defensible methodologies.
  • Ability to write clear, auditable, and defensible Bases of Estimate.
  • Familiarity with service level agreements and performance metrics.
  • Strong RFP analysis skills, including the ability to decompose requirements by annex, CLIN, and task.
  • Ability to manage multiple proposal efforts simultaneously under tight deadlines.
  • Working understanding of SCA WDs and CBAs.
  • Demonstrated experience in end-to-end cost estimates for BOS and facilities contracts.
  • Ability to work independently with minimal supervision in a high-stakes proposal environment.
  • Experience in pricing preventive maintenance, service orders, emergency response, and standing operations.
  • Travel up to 25% may be required.

Nice To Haves

  • Prior experience in a BOS, facilities, or O&M operational role. Especially on military installations or large campus environments.
  • Experience supporting recompetes and transition-in pricing, including staffing ramp plans and first-year cost risk.
  • Prior participation in on-site surveys, site visits, or technical solution development for BOS proposals.
  • Field experience in one or more core trades such as HVAC, electrical, plumbing, civil, or general facilities maintenance.
  • Developing staffing plans, to include staffing models and Organizational Charts, aligned to workload drivers and performance requirements.
  • Experience working with Operations leaders to reconcile bid versus execution.
  • Experience defending estimates in management reviews, customer discussions, or audit environments.

Responsibilities

  • Build end-to-end cost estimates for BOS and facilities contracts.
  • Analyze RFPs and decompose requirements by annex, CLIN, and task.
  • Develop labor-hour models using RSMeans, Whitestone, historical data, OEM data, and operational inputs.
  • Translate performance standards and response times into executable labor models.
  • Map labor to appropriate BLS codes and SCA classifications.
  • Develop staffing plans aligned to workload drivers and performance requirements.
  • Price preventive maintenance, service orders, emergency response, and standing operations.
  • Identify cost, schedule, and performance risk early in the capture and proposal lifecycle.
  • Support Price-to-Win strategies and competitive positioning.
  • Contribute to color reviews.
  • Write clear, defensible Bases of Estimate.
  • Partner with Operations to validate assumptions and workload drivers.
  • Document methodologies clearly for BOEs and audit defense.
  • Experience supporting DoD or civilian agency proposals.
  • Working knowledge of FAR, DFARS, SCA, and wage determinations.
  • Advanced Excel skills with the ability to build and audit complex models.
  • Ability to communicate complex cost logic clearly to technical, operational, and executive audiences.
  • Excellent written communication skills, particularly for BOE development.
  • Perform other duties as assigned to support CGS’s overall business development strategy.
  • Develop and maintain a three-year Army Account Plan aligned with CGS’s five-year strategic growth plan.
  • Build and sustain a qualified pipeline that meets or exceeds established growth targets.
  • Serve as CGS’s subject matter expert for Army programs, customers, and acquisition environments.
