About The Position

The Estimating/Cost Control/Proposal Manager is responsible for leading all estimating activities, cost analysis, proposal development, and pricing strategy for fabrication, construction, and specialty services. This role requires strong analytical skills, the ability to interpret drawings and scopes, and communication skills to produce competitive, accurate, and timely proposals.

Requirements

  • 5–10+ years of estimating or cost engineering experience in fabrication or industrial construction.
  • Strong understanding of labor units, fabrication processes, and construction means/methods.
  • Experience with RFPs, bid documents, and proposal development.
  • Strong analytical and numerical reasoning skills.
  • Excellent written and verbal communication.
  • Highly organized with the ability to manage multiple bids simultaneously.
  • Collaborative leadership style with strong attention to detail.
  • Proficiency in Excel, estimating software, and CRM/proposal platforms.
  • Ability to read drawings, models, and technical documents.
  • Comfortable with cost control and project reporting tools.
  • high school diploma or GED

Responsibilities

  • Lead preparation of estimates for fabrication, construction, maintenance, and specialty services.
  • Analyze drawings, specifications, and RFP documents to determine material, labor, and equipment needs.
  • Develop detailed cost models, productivity assumptions, and risk considerations.
  • Maintain current pricing for labor, equipment, vendors, and subs.
  • Develop complete proposal packages including scope narratives, pricing summaries, assumptions, and clarifications.
  • Partner with Business Development and Operations to develop strategy and win themes.
  • Prepare schedules, execution plans, and client-specific commercial documentation.
  • Coordinate bid reviews and approval processes with leadership.
  • Support cost tracking, progress measurement, and variance analysis for ongoing work.
  • Assist project teams with budget development, forecasting, and change management.
  • Review productivity data and update historical databases for continuous improvement.
  • Work closely with Procurement, Engineering, Fabrication, and Field Operations.
  • Engage vendors and subcontractors for pricing, technical input, and bid compliance.
  • Support pre-construction planning and turnover from estimating to execution teams.
