About The Position

This position will work under the direction of a Supervisor, Supervising Foreman, Foreman, Journeyman as assigned. The Equipment Operator II is responsible for safely and efficiently operating a variety of heavy equipment to support the construction, maintenance, and repair of the electric systems, including both overhead and underground. Performs specialized work in operating electrical line construction equipment and related attachments including certified crane operation. Responsibilities also include maintaining proper stock of supplies for equipment and assisting with groundman duties as needed. Assist in the training of appropriate use of equipment to other employees including the Equipment Operator I. The role requires exceptional hand–eye coordination to ensure safe and efficient performance when working near energized, high-voltage power lines.

Requirements

  • High school diploma or GED from an accredited institution.
  • Five (5) years’ experience in the operation of heavy equipment in the utility/line or construction industry.
  • Possession of a valid Washington State Class A Commercial Driver’s License (CDL) at the time of appointment, with continued maintenance as a condition of employment. Ability to obtain required endorsements.
  • Forklift certification or ability to obtain one within 6 months from the start date.
  • Possession of flagging, crane operation certifications with maintenance of these certifications required thereafter.
  • Possess a working knowledge of the Line construction and Maintenance trade.
  • Knowledge and understanding of the Washington State Electrical workers Safety rules and Regulations.
  • Thorough knowledge and understanding of the Washington State General Safety and Health Standards.
  • Knowledge of Federal and State regulations.
  • Demonstrated ability to work independently and be self-motivated.
  • Ability to exercise sound judgement especially in stressful or crisis situations.
  • Ability to use necessary District computers and programs.
  • Ability to write legibly and be able to maintain paper and electronic records, files and forms.
  • Demonstrated ability to problem solve.
  • Demonstrated ability to operate and train in proper operation of project equipment.
  • Demonstrated ability to give, follow and understand oral and written instructions.

Responsibilities

  • Operating vehicles and equipment requiring a Commercial Drivers License is an essential function of this position. Examples include but are not limited to: cranes, backhoes, track hoe, bulldozers, vacuum trucks, dump trucks, underground pullers, diggers, overhead pullers and tensioners.
  • Assist other Operators.
  • Assist in the toolroom and perform Groundman work when required.
  • Assist with construction, maintenance, and repair overhead and underground electrical lines and substations using proper methods, equipment, and materials while minimizing damage to public and private properly during maintenance and construction.
  • Building and maintaining right of way access.
  • Adhere to safety protocols and regulations while working in close proximity to energized high-voltage lines and equipment.
  • Assist in the training of appropriate use of equipment to other employees including the Equipment Operator I.
  • Apply knowledge of applicable rules, regulations, and standards to ensure safe operation of tools, vehicles, and equipment.
  • Maintain safe working clearances when operating near energized primary and secondary conductors.
  • Properly select, use, and care for personal protective equipment (PPE).
  • Follow verbal and written instructions accurately to complete assigned tasks.
  • Communicate effectively, both verbally and in writing, with coworkers, supervisors, and external contacts.
  • Maintain detailed records and prepare accurate reports as required.
  • Establish and maintain cooperative and effective working relationships with team members and others.
  • Operate and maintain equipment and vehicles used in line construction and maintenance.
  • Lift and carry heavy objects safely, using proper lifting techniques.
  • Consistently observe and apply safety precautions while performing all work tasks.
  • Utilize a variety of tools, vehicles, and equipment to complete construction and maintenance activities.
  • Perform manual labor associated with electrical line and substation construction and maintenance.
  • Build and maintain right of way access along powerlines.
  • May be called-out for after-hours emergency work (24 hours).
  • District Management will determine the number of Equipment Operator II positions required.
