About The Position

The Explosive Ordnance Disposal (EOD) equipment Integrated Logistics Operations (ILO) Commodity Manager provides Navy EOD Group (EODGRU) ONE’s Materiel Department Head (N43) with management, accountability, and inventory for EOD-specific equipment within the Government Table of Allowances (TOA) and Enterprise Logistics Management Systems – Warehouse (ELMS-WH).  The contractor develops and implements management processes necessary for sustaining equipment and provides inventory management, maintenance oversight, and technical expertise in connection with EOD-specific equipment.  The contractor has frequent interaction with Echelon III-VI commands, Systems Commands (SYSCOM), In-Service Engineering Agencies (ISEA), and EODGRU ONE Staff.

Requirements

  • Must possess and maintain a SECRET clearance.
  • Must have a minimum of three (3) years of logistics management experience; preferably with experience related to EOD-specific equipment ILO.
  • Competency in Microsoft Word, Excel, and Power Point with ability to develop spreadsheets, charts, graphs, and briefings.
  • Excellent communication skills - both written and oral - with superior interpersonal skills and the ability to effectively present facts, recommendations, and reports in a clear and concise manner, succinctly or in detail, to various audiences.

Nice To Haves

  • Preferred knowledge and experience related to EOD operations and tactics, techniques, and procedures.
  • Preferred experience using NAVFAC “TOA Viewer” database and Enterprise Logistics Management System - Warehouse (ELMS-WH) (formally known as Defense Property Accountability System [DPAS]).
  • Preferred knowledge of Navy EOD TOAs and their development, maintenance, and application to equipping.

Responsibilities

  • Manage distribution and inventory of EOD-specific equipment and materiel contained in TOA and managed in ELMS-WH.
  • Assess material condition and provide inventory management recommendations for maintenance and modernization for each fiscal year, or as requirements are discovered.
  • Develop long-range plans for distribution and maintenance management for equipment.
  • Monitor and track equipment readiness and surplus or shortfalls in TOA.
  • Assist in the analysis and development of courses of action to solve intermediate- and depot-level repair issues, prepare analysis and documentation, and participate in decision-making.
  • Schedule, coordinate, and record the shipping, movement, storage, and issue of materiel, as required.
  • Coordinate with other TOA Commodity Managers and Type Desks on equipment and materiel requirements.
  • Provide technical support and coordination for the allowancing, sustaining, accounting, movement, and tracking of systems, equipment, and materiel; assist in coordinating field-testing of equipment and other technologies.
  • Travel to Continental United States (CONUS) and Outside Continental United States (OCONUS) locations for conferences, meetings, and assessments and to other places as required supporting EODGRU ONE TOA requirements.
