About The Position

This position involves performing drainage maintenance activities primarily using an All-Terrain Walking Excavator (ATE) and other off-road equipment. Duties encompass a range of equipment operations and manual labor tasks necessary for maintaining drainage systems. This includes operating various heavy machinery such as track-hoes, tractors with bush-hogs, hydro-seeders, boom-mounted hydraulic mowers, and slope mowers. The role requires routine daily equipment maintenance, digging and maintaining drainage ditches and canals to ensure free water flow to discharge points. A critical aspect is ensuring proper sediment and erosion control measures are in place during maintenance operations and verifying utility locations before any excavation. For higher levels, responsibilities expand to include job oversight, scheduling equipment transport, and training other ATE operators, potentially handling the most challenging off-road drainage projects. Employees will also be required to support emergencies outside of regular business hours and perform duties outside their normal scope during such events.

Requirements

  • Knowledge of the methods, equipment, operating and safety rules of drainage maintenance operations.
  • Knowledge of the types of equipment used in drainage maintenance operations.
  • Knowledge of basic map reading techniques.
  • Able to understand, interpret and effectively carry out written or oral instructions.
  • Able to use independent judgment.
  • Able to complete work activity forms.
  • Able to see, hear sounds at a normal level, ambulate independently, bend, stoop, sit and stand.
  • Able to drive from work site to work site.
  • Able to use multi-hand and/or foot controls.
  • Able to perform manual labor in all weather conditions.
  • Able to lift equipment weighing up to forty-five (45) pounds.
  • Must have a minimum of one (1) year of experience in the operation and routine maintenance of heavy or off-road equipment (for Environmental Technician I).
  • Must have a minimum of two (2) years of experience in major work in excavation and operation of heavy or off-road equipment (for Environmental Technician II).
  • Must have a minimum of five (5) years of experience in the operation of heavy or off-road equipment, including at least two (2) years of experience operating All-Terrain Walking Excavators (for Environmental Technician III).
  • Must possess a valid driver's license.
  • Able to secure a valid Florida Commercial Class "A" driver's license at the time of employment within this classification.
  • Must possess within six (6) months of employment a Florida Stormwater, Erosion, and Sedimentation Control Inspector Certificate (for Environmental Technician II).
  • Must have a Florida Stormwater, Erosion, and Sedimentation Control Inspector Certificate (for Environmental Technician III).
  • Must work with a minimum of supervision (for Environmental Technician III).
  • A comparable amount of related training and experience may be substituted for the minimum qualifications.

Responsibilities

  • Performs drainage maintenance activities with All-Terrain Walking Excavator.
  • Operates various off-road equipment including Track-hoe, Tractor w/bush-hog, Transport Hydro-seeder, Boom Mounted Hydraulic Mower, Slope Mower.
  • Performs routine daily equipment maintenance.
  • Digs and maintains drainage ditches and canals so that water flows freely within them to the point of discharge.
  • Ensures that proper sediment and erosion control measures are in place during maintenance operations.
  • Performs utility location verification and equipment transport.
  • Performs job oversight and scheduling of equipment transport (for Environmental Technician II and III).
  • Ensures that utility locates are performed prior to performing excavation or digging operations (for Environmental Technician II and III).
  • Trains other ATE Operators in the proper operation of All-Terrain Walking Excavators (for Environmental Technician III).
  • May be assigned the most challenging off road drainage projects for completion (for Environmental Technician III).
  • Performs related duties as required.
  • Required to work before, during, or after an emergency, potentially performing duties outside the normal scope of the position, location, and work schedule.
