This is a position that performs professional environmental work in the Water and Complaint Programs of the Environmental Health Division. This work includes but is not limited to, Public Swimming Pool inspections, Limited Use Water Inspections, Complaint investigation and tracking, Public Water System inspections, and enforcement activities.

Requirements

  • Knowledge of all applicable state and local laws, regulations and ordinances pertaining to the physical requirements of regulated facility operations.
  • Be familiar with confidentiality law.
  • Be familiar with Florida Administrative Codes that deal with food service, migrant labor camps, biomedical waste, mobile home parks, and general sanitation for facilities, sewage disposal and potable water treatment.
  • Interpret laws and regulations related to violations and compliance.
  • Make inspections of facilities and determine if violations exist.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to work independently.
  • Be able to handle documented evidence correctly for enforcement action.
  • Ability to operate required soil and auguring equipment, laser plane, Munsell soil chart, light meters, and thermometer.
  • Valid Florida Class E, driver license.

  • A bachelor's degree from an accredited college or university with a major in one of the physical or natural sciences or engineering

Responsibilities

  • Inspect assigned public swimming pools as required enforcing applicable State and County regulations. Perform follow up inspections as necessary. Maintain a professional working knowledge of all water quality parameters and assist operators in correcting water quality or operational problems
  • Serves as the Complaint specialist for the Water and Complaint programs to include complaint investigation tracking, sanitary nuisance complaints, Swimming Pool, Limited Use, and Public Water Program complaints. Enforcement duties include preparing reports, violation notices, citations, informal meeting notices, warning notices, and serving as the Complaint program representative during enforcement meetings with Health Department and/or Department of Environmental Protection legal staff.
  • Back-Up for Limited Use Water Program, in conducting inspections of public water systems for compliance with applicable State and County Regulations.
  • Assist supervisor with data collection and analysis, program planning, audit reviews, quality management, and any other duties as assigned by supervisor. Attends meetings, hearings, court appearances, educational conferences, and in-service training designed to maintain and improve professional knowledge and skills as assigned.
  • Performs other duties as required such as inspecting regulated facilities where environmental and public health programs must be monitored, including performance of additional interpreter duties consistent with skill level, and as needed.
