About The Position

This is specialized professional environmental work that requires advanced knowledge in management, inspection, and experience in environmental regulation of petroleum storage tank facilities within a regional area. This position independently conducts an environmental program within Escambia, Santa Rosa, Okaloosa, Walton, Holmes, Washington, and Bay counties that will include the preparation of reports from the Florida Department of Environmental Protection (FDEP) Florida Inspection Report Storage Tank (FIRST) System. This work is performed under the limited supervision of the Environmental Supervisor I – SES. Travel may be required. Inspect petroleum storage tank facilities for compliance with corresponding rules and regulations. Preparation of letters of noncompliance related to the enforcement of Chapter 62-761 and Chapter 62-762 of the Florida Administrative Code (FAC) to ensure compliance with Florida’s petroleum storage tank rules and current FDEP contract requirements. Coordinates petroleum storage tank program activities within an assigned district with the Florida Department of Environmental Protection, the Florida Department of Business & Professional Regulation, and the United States Environmental Protection Agency and other groups when necessary. Coordinates inspections with Certified Pollutant Storage System Contractors and facility owners to ensure proper construction of new and upgraded storage tanks and abandonment of storage tanks at regulated facilities. Provides technical assistance to owners and operators of petroleum storage tank facilities, consultants, regulators, and the general public. Provides reports as required by the current FDEP contract and as delegated by the Florida Department of Health – Escambia (FDOH-Escambia) Environmental Public Health Manager and Supervisor. Performs related work as required. Other duties as assigned by supervisor. Other job-related requirements for this position: This position may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of this position includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. This position must be willing to work outside during extreme weather conditions (heat and cold). Employee may be required to use a State-owned vehicle or personal vehicle.

Requirements

  • Knowledge of Florida Department of Environmental Protection’s (FDEP) Storage Tank Program.
  • Knowledge of Chapter 62-761 and Chapter 62-762, F.A.C.
  • Skilled in use of Microsoft Office Suite computer programs.
  • Ability to utilize FDEP’s Florida Inspection Report Storage Tanks (FIRST) application.
  • Ability to use FDEP’s issued Toughbook.
  • Ability to communicate effectively and professionally verbally and in writing.
  • Ability to establish and maintain effective working relationships with a diverse group of professionals and coworkers.
  • Ability to understand and apply appropriate rules, regulations, policies, and procedures.
  • Ability to plan, organize, prioritize, and coordinate multiple tasks in a team environment to meet strict deadlines and time demands.
  • Ability to attend statewide meetings and training sessions.
  • Ability to identify and resolve problems.
  • Must be willing to travel through our region of responsibility.
  • Must be able to learn and apply Florida Department of Environmental Protection (FDEP) requirements related to fuel tank inspection of 62-761 and 62-762.
  • Must have 40-hour OSHA HAZWOPER CFR1910.120 certified or be willing to obtain certification within six months of hire.
  • Must have a valid driver’s license.
  • Must have a degree from an accredited college or university with a major in one of the physical or natural science or engineering per F.S. 381.0101(4)(2).
  • At least one-year experience related to environmental science.

Responsibilities
