About The Position

Wetland Studies and Solutions, Inc., a Davey company, has an opening for an Environmental Scientist with three (3) to five (5) years of relevant experience specializing in National Environmental Policy (NEPA) and wetland permitting to join our Hampton Roads, Virginia team. This position will serve as a liaison between regulatory agencies and clients for regulatory authorizations with a heavy emphasis on technical writing, NEPA document preparation, and permit application preparation.

Requirements

  • Bachelor's degree in Environmental Science, Environmental Planning, Biology, Ecology, Natural Resources Management, or related field.
  • Experience preparing NEPA documents for a wide range of federal agencies including agency scoping and coordination, impacts analysis, and public involvement. Virginia experience is a must.
  • Working knowledge of: Clean Water Act, Endangered Species Act Section 7, National Historic Preservation Act Section 106, Coastal Zone Management Act, Chesapeake Bay Preservation Act, and other laws and regulations relevant to the NEPA and impact assessment process.
  • Proficiency with Microsoft Office suite (Word, Excel, PowerPoint, Teams).
  • Excellent written and verbal communication skills; candidate should demonstrate the ability to prepare documents that are technically and grammatically correct and fully referenced and must be able to communicate clearly with staff and clients.
  • Demonstrated ability to manage numerous projects and priorities.
  • Demonstrated success working with a diverse client base in both public and private sectors, as well as the ability to work independently and with a team.

Nice To Haves

  • A Master’s Degree is preferred.
  • Experience preparing NEPA documents for VDOT’s Locally Administered Projects (LAP) program and/or the U.S. Department of Housing and Urban Development (HUD) is preferred.
  • Experience with wetland delineations, hazardous materials investigations (Phase I or II Environmental Site Assessments) and/or air and noise evaluation is a plus.

Responsibilities

  • Preparation of NEPA documents, including Programmatic Categorical Exclusions (PCEs), Categorical Exclusions (CEs), and Environmental Assessments (EAs) and other related planning documents including Virginia Environmental Impact Reports (EIRs).
  • Assist with permit application preparation for 401/404 Clean Water Act, Virginia Water Protection (VWP) permit program, and Virginia Marine Resources Commission authorizations.
  • Stay current with state and federal regulations and provide excellent customer service to clients.
