About The Position

This position provides senior-level project management activities, resource management for various types of projects for Port Tampa Bay’s Environmental Department.

Requirements

  • A Bachelor's degree in a Natural Science; and
  • Eight or more years of experience in environmental inspection, sampling, testing, or evaluation; including
  • Three or more years of experience as a supervisor or lead worker/team leader
  • Or any equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies listed above.
  • Incumbent must possess a current and valid Florida Motor Vehicle Operator’s License or capable of obtaining one within thirty days from the date of hire.
  • Must successfully pass a seaport security background check and compliance for a Transportation Worker Identification Credential (TWIC).

Responsibilities

  • Support Director with the development, implementation, and execution of the PTB environmental program.
  • Oversees environmental site assessment as necessary on port properties. Also works closely with the PTB Real Estate department on matters involving environmental contamination on both existing properties and in anticipation of the purchase of new properties.
  • Keeps abreast of new and revised changes to all applicable environmental rules and regulations to maintain full compliance within the port.
  • Manages the clean-up and remediation activities of port properties utilizing environmental engineering consultants.
  • This position provides guidance and oversight to monitor and assist PTB tenants in maintaining their respective environmental compliance programs.
  • Environmental compliance audits of port tenants.
  • Maintains and updates, as necessary, all required environmental plans, such as the Storm Water Pollution Prevention Plan and the Spill Prevention, Control, and Countermeasure plan.
  • Manages PTB hazardous waste disposal and documentation.
  • Experiments, researches, and evaluates procedures to control and/or reverse the harmful elements released into the environment.
  • Reviews and analyzes technical environmental reports on port remediation projects and environmental monitoring.
  • Evaluates compliance with environmental laboratory tests, health, safety and operational standards; and facility production and treatment capabilities.
  • Manages other environmental assessments, as necessary.
  • Evaluates resource, inventory, maintenance and personnel certification requirements; identifies needs and makes recommendations.
  • May provide supervision, guidance, training and motivation to assigned staff; assigns, monitors and reviews work; evaluates performance and initiates corrective action as needed, including termination.
  • Project planning and development for port projects; presentations to boards and agencies and at conferences and meetings.
  • Provides budget inputs, and monitors fund allocations and expenditures.
  • Investigates problems, implements solutions and directs remedial action during emergency situations.
  • Coordinates with appropriate points of contact to ensure achievement of department objectives.
  • Participates in chemical, physical, and biological studies to determine long range effects of environment contamination.
  • Review and approve marine construction permits.
  • Community relations representative on area environmental boards and agencies.
  • Assists other port departments, as necessary, in matters involving environmental issues.
  • Perform other duties as assigned.
