Under general supervision, performs technical public health work in the education, identification, and enforcement of public health laws, ordinances, policies, and regulations relating to the prevention and risks of lead-based hazards. Conducts epidemiological investigations (EPI), following established protocols, of homes and buildings to identify lead-based hazards. Collects samples of paint, dust, water, and soil from homes and buildings for lab analysis. Operates special instruments like X-ray Fluorescence (XRF) analyzers for lead detection. Performs Healthy Homes or related inspections. Assists with conducting "bid walks" with contractors and reviews bid packages. Assists with the creation of abatement plans, and coordinates with property owners, contractors, and other stakeholders regarding the implementation of abatement plans. Performs re-inspections to verify that hazards have been adequately addressed and that the property meets regulatory standards. Maintains detailed and accurate records of inspections, assessments, and abatement activities. May assist with providing educational workshops and outreach activities to raise awareness about lead poisoning prevention and provide information on available resources for lead abatement. Issues Notices of Violations to owners for lead abatement. Prepares reports, summaries, charts, analyses, and recommendations as required. The examination will consist of a rating of your training and experience as contained on your application and may include a written test, an oral test, a performance test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination is designed to measure the following: Knowledge of: Federal, state, and local laws and regulations pertaining to environmental health. Lead hazard identification, assessment, and abatement strategies. State and Federal programs and resources related to lead prevention and abatement, including Healthy Homes. Modern methods, principles, practices, and industry standards of public and environmental health and lead safety. Public and environmental health terminology. Techniques of collecting and analyzing data. Skill in: Utilizing Microsoft 365 and Microsoft Office products or similar software and products. Conducting thorough investigations of buildings and dwellings to identify hazards. Record-keeping, including accurate documentation of inspection findings, supported by other media as needed. Utilizing special instruments for lead detection. Time management and organizational strategies, enabling efficient and independent execution of tasks and responsibilities. Ability to: Analyze, interpret, and administer federal, state, and local public and environmental health laws, codes, ordinances, and regulations. Interpret and enforce regulations firmly and tactfully with the general public. Objectively and thoroughly conduct investigations. Safely operate special instruments utilized for the detection of lead-based hazards. Prepare clear and detailed written reports, summaries, analyses, recommendations, and charts that interpret test results. Manage time effectively and work independently with minimal supervision. Understand and respect diverse cultures and perspectives within the community groups. Establish and maintain effective working relationships with contractors, property owners, City personnel and the public. Express oneself clearly and concisely in verbal and written communications
