About The Position

EMCOR Government Services (EGS) is seeking an Environmental, Safety, and Health Officer (ESHO) to support contract operations for a mission‑critical Intelligence Community customer in Pocatello, Idaho. The ESHO has full authority and responsibility to act on behalf of EGS for all Environmental, Safety, and Health matters throughout the duration of the contract. The ESHO leads and integrates ESH requirements across all critical facilities operations, including preventive and corrective maintenance, repair of equipment and systems, infrastructure systems (electrical, mechanical, life‑safety), and associated support services. This position ensures safe, compliant, and resilient operations in a high‑risk, high‑availability environment. As the contract’s Environmental, Safety, and Health Officer, the ESHO serves as the primary technical resource to line management for Operations and Maintenance (O&M) risk identification, analysis, and mitigation in support of the Operational Risk Management (ORM). This key position reports directly to the Contract Program Manager and has a dotted‑line reporting relationship to the EGS Corporate Safety Office. #EGS #LI-NS1 This position is contingent upon contract award.

Requirements

  • Must possess a Top-Secret Clearance.
  • Must possess and consistently lead with a Mission First, People Always mindset.
  • Minimum of five (5) years of operational experience supporting Environmental, Safety, and Health programs in industrial, commercial, or mission‑critical facilities.
  • Bachelor of Science in Environmental Health, Safety, Occupational Health, Engineering, or a related field.
  • In lieu of a degree, ten (10) years of progressive experience performing ESH or Safety Officer duties may be substituted.
  • Strong analytical, organizational, and risk‑assessment skills in a fast‑paced, high‑consequence environment.
  • OSHA‑certified and credentialed as an Environmental, Safety, and Health or Safety professional (e.g., Certified Safety Professional (CSP)).
  • Proficient in Microsoft 365 applications with strong written and verbal communication skills.
  • Possesses additional training and experience necessary to perform ESH oversight for critical facilities operations.

Nice To Haves

  • Experience supporting critical facilities, data centers, or Intelligence Community environments.
  • Background in MEP trades, electrical systems, fire protection, HVAC, or life‑safety systems.
  • Professional certification such as Certified Industrial Hygienist (CIH) is a plus.
  • OSHA 501 (General Industry) or OSHA 500 (Construction) Trainer certification, with demonstrated experience delivering OSHA‑authorized safety training.

Responsibilities

  • Serves as the principal manager responsible for the overall planning, execution, and oversight of all Environmental, Safety, and Health activities supporting critical facilities Operations and Maintenance services.
  • Ensures compliance with contract requirements, OSHA regulations, federal standards, Intelligence Community requirements, and EGS corporate ESH policies.
  • Reviews contract ESH specifications and incorporates them into the Accident Prevention Plan (APP), Activity Hazard Analyses (AHAs), and site‑specific safety plans.
  • Audits and monitors all work areas, systems, and activities to identify hazards, assess risk, and ensure regulatory and contractual compliance.
  • Leads incident, near-miss, and hazard investigations; exercises stop‑work authority in Immediately Dangerous to Life or Health (IDLH) or mission-threatening situations.
  • Reviews and approves corrective actions and recovery plans prior to authorizing the resumption of work in mission-critical environments.
  • Develops, coordinates, and delivers site-specific ESH training programs, including safety topics such as electrical safety, lockout/tagout, confined space, fall protection, fire protection, and emergency response.
  • Maintains all required Environmental, Safety, and Health documentation, logs, metrics, and records in accordance with contract, regulatory, and corporate requirements.
  • Serves as the primary ESH liaison with the customer, subcontractors, and regulatory agencies.
  • Promotes a strong safety culture consistent with high-reliability organization principles and mission assurance objectives.
