About The Position

This is a highly technical and professional environmental position responsible for ensuring the consistent statewide implementation of the Environmental Resource Program through developing, coordinating, and delivering regulatory and proprietary training as administered by the Submerged Lands and Environmental Resource Coordination (SLERC) Program, under the authorities of Chapters 253, 258, 403, and Part IV of Chapter 373, Florida Statutes, as well as applicable Department and Water Management District rules.

Requirements

  • Seven years of related professional experience OR Any combination of post-secondary education or verifiable related experience, as described above, for a total of 7 years.

Nice To Haves

  • Minimum of five years of experience related to the Environmental Resource Program (permitting, compliance, enforcement and state lands) or similar state or Federal dredge and fill program experience.
  • Experience with Florida’s Delineation of the Landward Extent of Wetlands and Surface Waters rule, Chapter 62-340, Florida Administrative Code.
  • Experience with Florida’s Uniform Mitigation Assessment Method rule, Chapter 62-345, Florida Administrative Code.
  • Experience with the rules and statutes governing the State’s regulatory and proprietary programs.
  • Experience with GIS and Microsoft Word, Excel, Access, and Power Point.

Responsibilities

  • Provides technical guidance and assistance to district staff, other agencies, and the public through written and oral communication, including review and comment on issues affecting statewide regulatory and proprietary programs. This may include participation in meetings, workshops, and conferences to engage subject matter experts and develop high-quality training materials.
  • Assists with training on Chapter 62-340, F.A.C., regarding wetland and surface water delineations conducted under the Environmental Resource Program.
  • Oversees the creation and delivery of Environmental Resource Program training for district and delegated program staff, including training on the Permitting Application Database to ensure reporting and data entry consistency.
  • Participates in the development and review of rules, guidance, and legislation related to statewide wetland regulatory and proprietary programs implemented by SLERC.
  • Oversees the development, revision, and implementation of guidance for the Environmental Resource Permitting (ERP) Program, including updates to the Operating and Procedures Manual, permit templates, and forms to ensure consistency in permit processing.
