About The Position

Environmental Compliance Manager at New Athens Generating and Selkirk Cogeneration Station will lead and coordinate comprehensive environmental programs to ensure compliance with federal, state, local, and site-specific permits, and regulations. This role includes oversight of emissions monitoring and reporting, stormwater, and wastewater management, SPCC implementation, and maintaining the Environmental Management System (EMS). Additionally, the manager will oversee NERC compliance, providing regulatory guidance, audit support, and training to ensure the plants meet all reliability and operational standards.

Requirements

  • Bachelor degree in environmental sciences, compliance, engineering, or related field or equivalent technical training knowledge and experience desired.
  • Demonstrated experience in environmental and safety compliance for operating facilities, preferably in a power plant or related industry, with an understanding of plant operations and how environmental impacts affect maintenance and operations.
  • Strong knowledge of regulations for air, water, hazardous materials, and waste management, including NPDES/SPDES, Title V, and SPCC requirements, with expertise in at least one specialized area.
  • Skilled in Continuous Emissions Monitoring Systems (CEMS), including software use, data collection, interpretation, and reporting, and experienced in maintaining Environmental Management Systems (EMS), including document control, obligations tracking, and regulatory or OSHA-required training records.
  • Proven experience with North American Electric Reliability Corporation (NERC) compliance, including standards interpretation, reporting, audits, and training plant personnel.
  • Familiarity with safety statutes, regulations, and standards such as OSHA, ANSI, DOT, NFPA, and NEC, with experience supporting or maintaining a robust site safety program.
  • Proven ability to manage multiple tasks in a complex industrial environment, identify and address compliance risks, communicate clearly in formal and informal settings, and build consensus among stakeholders, including regulators and asset owners.
  • Must possess a valid, unrestricted U.S. driver’s license and ensure it remains in good standing at all times.

Responsibilities

  • Coordinate, oversee, and implement daily environmental programs, policies, and procedures at New Athens Generating and Selkirk Cogeneration Station to ensure compliance with federal, state, local, and site-specific regulatory requirements.
  • Perform Continuous Emissions Monitoring System (CEMS) activities in accordance with Title V permit requirements, enforceable by the New York State Department of Environmental Conservation (NYSDEC) and the U.S. Environmental Protection Agency (EPA). This includes emissions monitoring, data collection, interpretation, and recordkeeping.
  • Compile and submit monthly, quarterly, semi-annual, and annual CEMS reports on time to regulatory authorities, ensuring compliance with all Title V reporting requirements.
  • Manage stormwater runoff programs, ensuring the facility meets regulatory requirements at all times. Take samples from stormwater drains during rain events and analyze them to confirm no chemical or oil discharges occur.
  • Submit recommendations to the facility Owner on wastewater and water sampling procedures in accordance with NPDES requirements as implemented through the New York State Pollutant Discharge Elimination System (SPDES).
  • Provide support to the Owner in interfacing with NYSDEC and other applicable local environmental regulators, including preparing for and coordinating inspections, responding to information requests, supporting permit modification and renewal strategies and negotiations, and preparing routine compliance reports and regulatory communications.
  • Maintain various facets of the Company’s Environmental Management System (EMS), including but not limited to the EHS filing system, the Obligations Tracking System (OTS), and X Files (OSHA and regulatory-mandated training records).
  • Operating procedures designed to prevent the release of substances, such as oil or chemicals, onto the ground.
  • Control measures implemented to stop spills from reaching navigable waters.
  • Countermeasures to contain, clean up, and mitigate the effects of oil spills.
  • Discharge prevention protocols, including procedures for the routine handling of products.
  • Responsible for overseeing, administering, and coordinating all NERC accountabilities for plant Operators and Owners.
  • Interpret and apply regulatory requirements at the plant level, including identifying reliable sources of information and ensuring compliance with all applicable NERC Reliability standards.
  • Monitor and maintain NERC compliance documentation, including tracking updates on NERC websites, maintaining up-to-date procedures and policies, and ensuring alignment with current requirements.
  • Analyze and organize technical data to clearly demonstrate compliance, including completing Reliability Standard Audit Worksheets (RSAWs).
  • Support compliance audits and inspections by providing accurate, technically sound responses that appropriately represent stakeholder interests.
  • Train plant personnel on new or updated NERC procedures to ensure ongoing compliance and operational reliability.

Benefits

  • This position offers an annual base salary ranging from $128,100 to $155,000 and includes eligibility for an annual performance bonus.
