About The Position

The Entry-Level Contract Specialist will provide hands-on support across the federal acquisition lifecycle, assisting with contract preparation, administration, and closeout. This role is ideal for early-career professionals who understand the basics of federal procurement and want to grow their technical expertise in a collaborative and mission-driven environment.

Requirements

  • Education: Bachelor’s degree in any field, or 24 semester hours in business, finance, law, contracts, purchasing, economics, management, or related disciplines.
  • Experience: Minimum of 2 years of recent (within the last 5 years) experience supporting federal acquisitions.
  • Knowledge and Skills:
  • Understanding of the Federal Acquisition Regulation (FAR), Veterans Affairs Acquisition Regulation (VAAR), and related guidance.
  • Strong analytical and organizational skills with attention to detail.
  • Ability to prepare clear, accurate, and compliant acquisition documentation.
  • Proficiency in conducting market research and analyzing data.
  • Excellent written and verbal communication skills.
  • Ability to collaborate effectively in a team-oriented environment.

Nice To Haves

  • Experience supporting the Department of Veterans Affairs or other civilian agencies.
  • Familiarity with federal procurement systems and tools (e.g., PRISM, eCMS, FPDS).
  • Desire to pursue or progress toward a Federal Acquisition Certification in Contracting (FAC-C) or equivalent.

Responsibilities

  • Review procurement documentation for completeness, accuracy, and compliance with federal and agency regulations.
  • Draft and prepare acquisition documents, including solicitations, modifications, and supporting forms.
  • Conduct market research and analyze industry trends, sources, and pricing to support acquisition planning.
  • Prepare and process purchase requisitions and procurement packages for review and award by the Contracting Officer (CO).
  • Assist with post-award administration, including monitoring contractor performance and ensuring deliverables meet quality and contractual standards.
  • Support the review and processing of invoices, receiving reports, fund status, and final payment documentation.
  • Participate in contract closeout activities, including reviewing open obligations and preparing final documentation.
  • Communicate with stakeholders to resolve document inconsistencies or issues in a timely and professional manner.
  • Monitor Quality Assurance Surveillance Plans (QASPs) to ensure contractor performance aligns with expectations and mission needs.
