About The Position

The Enterprise Technical Program Lead is a key partner within the Nationwide Multistate Licensing System (NMLS) Program, the system of record for nonbank financial services licensing and registration across all 50 states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, and Guam. NMLS supports mortgage licensing nationwide and is used by more than 64 regulatory agencies to license and supervise organizations in the mortgage, money services, debt, and consumer finance industries. The Enterprise Technical Program Lead provides enterprise-level ownership and coordination of complex, cross-functional technology initiatives supporting NMLS, including large-scale application development, platform modernization, and the launch of new products and services. This position ensures delivery is aligned with business objectives, technical feasibility, security, and operational excellence, while managing dependencies across internal teams and external partners. The Enterprise Technical Program Lead will act as the single point of accountability for assigned programs, ensuring cross-functional teams clearly understand goals, milestones, and responsibilities, proactively removing delivery obstacles, and maintaining transparent, executive-level communication on program status, risks, and outcomes. This position will also act as a facilitator between CSBS stakeholders and external development partners. In partnership with business, technology, and regulatory stakeholders, the Enterprise Technical Program Lead will contribute to advancing future strategic initiatives, including the evolution of NMLS toward a desired future state. This may include platform consolidation and modernization efforts, such as enabling a more integrated approach to licensing and supervision activities. This position will further support the future evaluation and integration of emerging technologies, including AI-enabled capabilities, to enhance efficiency, insight, and service delivery while maintaining strong governance and compliance standards.

Requirements

  • Bachelor’s degree in Computer Science, Information Technology, Engineering, or related field is required.
  • PMP or PgMP is required.
  • Minimum of 10–15 years of progressive IT program and portfolio leadership experience.
  • Experience working directly with executive leadership and governing bodies (e.g., Board members, committees) to shape strategy, present outcomes, and drive consensus on enterprise delivery priorities.
  • Experience managing multi-million-dollar budgets and complex vendor ecosystems, with accountability for fiscal discipline and return on investment (ROI).
  • Experience leading or supporting AI-enabled technology initiatives, including automation, analytics, or intelligent decision systems.
  • Strong technical fluency across application, data, security, and infrastructure domains.
  • Ability to understand and reason about system interactions and dependencies without being hands-on engineering.
  • Expertise in Agile and traditional delivery models and knowing when to apply each.
  • Excellent risk management, dependency management, and execution skills.
  • Executive-level communication and stakeholder management capabilities.
  • Comfortable operating in ambiguity and leading high-visibility, high-impact initiatives.
  • Data-driven mindset with strong analytical and problem-solving skills.
  • Working knowledge of AI and machine learning concepts, including how AI capabilities are integrated into enterprise platforms and workflows.
  • Ability to evaluate AI opportunities with a risk-aware, value-driven mindset in regulated environments.
  • Knowledge of leading enterprise-wide technology transformation efforts, such as platform modernization, large-scale system integration, or multi-vendor program delivery.
  • Strong understanding of system architectures, integration patterns, data flows, dependencies, and security and infrastructure considerations to support effective Technical Leadership & Architecture Alignment.
  • Due to the nature of CSBS’s business in support of state financial services supervision, all CSBS employees have the potential of interacting with confidential information related to the supervision of financial services companies (“Confidential Supervisory Information”). As a result, in addition to general business conflicts of interest, all CSBS employees are expected to disclose conflicts of interest in financial services companies on at least an annual basis and to proactively avoid such conflicts.
  • Protect the confidentiality, integrity, and availability of CSBS information and information systems in accordance with CSBS policies and procedures.
  • Must be eligible to obtain or currently possess a U.S. Government clearance at the Public Trust Moderate (NACI) level or higher
  • Must be a United States Citizen or a Legal Permanent Resident (LPR) with at least three (3) years of consecutive residence in the United States as indicated on the United States Citizenship and Immigration services (USCIS) LPR issued card

Responsibilities

  • Serve as the IT Program Manager for NMLS, from intake through delivery and benefits realization.
  • Work with the Product Owner to define technical program scope, success metrics, milestones, and delivery plans aligned to both business priorities and technical constraints.
  • Orchestrate delivery across application development, data, security, quality assurance, infrastructure, and external vendors, ensuring integrated, end-to-end execution.
  • Drive delivery across the full software development lifecycle (SDLC) using Agile and hybrid methodologies, ensuring commitments are met within agreed time, cost, quality, and risk parameters.
  • Assist with technical release planning and orchestration, including dependency tracking, change management, rollout strategies, and post-release validation.
  • Ensure programs are designed and delivered with scalability, security, compliance, and operational resilience as core requirements.
  • Facilitate all SDLC phases of a project using Agile methodologies; rigorously managing scope to ensure commitments are achieved within agreed time, cost, and quality parameters.
  • Maintain knowledge of the organization’s business operations and functions, including how departments work together to move the organization forward.
  • Identify, manage, and/or mitigate risks; exercising sound judgment and discretion to resolve issues, remove obstacles, and redefine approaches.
  • Coordinate with the Change Manager to develop communication plans and facilitate all organizational change management workstreams with the change practitioners.
  • Build and maintain detailed tracking on project budgets.
  • Maintain current knowledge of existing vendor roadmaps, new productivity tools releases, and features to enhance productivity.
  • Improve program management processes, tools and reporting to increase team efficiency, transparency, and operational rigor.
  • Partner with architects and engineering leads (CSBS and vendor partners) to evaluate solution options and surface technical risks, constraints, and tradeoffs.
  • Manage software contracts to drive cost efficiency, license optimization, and alignment with technical and business needs.
  • Guide integration of complex, mission-critical platforms and vendor solutions in alignment with enterprise standards and long-term roadmaps.
  • Ensure technical decisions balance innovation, cost-efficiency, scalability, and maintainability.
  • Provide program-level oversight and coordination for enterprise Identity Verification (IDV) and Identity Provider (IdP) platforms, ensuring these critical services remain secure, reliable, scalable, and compliant.
  • Manage and maintain aspects of critical platforms such as IDV and IdP, handling configurations, access controls, integrations, and operational workflows.
  • Partner closely with Security, Architecture, Infrastructure, Product, and external vendors to maintain, enhance and scale IDV and IdP capabilities ensuring secure and efficient identity and access management.
  • Coordinate delivery and lifecycle management activities, including:
  • Ensure identity vendors are meeting SLAs (if applicable) to meet availability, performance, and security requirements, including alignment with regulatory, audit, and privacy obligations in collaboration with security.
  • Track and manage platform-level changes that need to be incorporated into our identity platforms, to include monitoring, risks, dependencies, and technical debt related to identity services.
  • Oversee release planning and deployment coordination to minimize disruption to dependent systems.
  • Maintain visibility into metrics and KPIs for IDV and IdP platforms (e.g., uptime, incident trends, vendor SLAs, adoption and usage patterns).
  • Ensure appropriate documentation and knowledge transfer exists for identity platform processes, integrations, and operational procedures.
  • Manage vendor contracts and invoicing.
  • Monitor program financials, including budget planning, forecasting, and spend tracking.
  • Review and approve vendor invoices.
  • Partner with Finance and Procurement to ensure fiscal discipline across multi-vendor delivery models.
  • Establish and monitor vendor performance metrics and delivery expectations.
  • Identify, manage, and mitigate delivery, technical, and operational risks.
  • Partner with senior and executive leadership teams (SLT and ELT) to align technology programs with enterprise strategy and investment priorities.
  • Serve as a trusted advisor to executive leadership, and key stakeholders.
  • Communicate delivery status, risks, and tradeoffs in a manner appropriate for executive and non-technical audiences.
  • Drive alignment and consensus across business, technology, and regulatory stakeholders
  • Serve as a program lead for the evaluation, adoption, and integration of artificial intelligence (AI) and intelligent automation capabilities for NMLS, identifying high-value, low risk uses cases aligned to strategic priorities.
  • Partner with the Business, Security, Data, Legal stakeholders to ensure adherence to AI governance processes when evaluating and integrating AI capabilities (process automation, decision support, and user experience) that deliver measurable business outcomes while ensuring scalability and sustainability.
  • Coordinate evaluation of AI platforms and tools, ensuring alignment with enterprise architecture, data standards, and long-term operational maturity, while fostering incremental adoption and continuous learning.
