About The Position

Golden Spread Electric Cooperative, Inc. generates electricity for the purpose of delivering cost-effective and reliable power to our 16 Member Distribution Cooperatives. As a cooperative, we are not-for-profit and provide services exclusively for our Members. Our team values integrity, respect, cooperation, and service. We are seeking a motivated and skilled Enterprise Risk Program Manager to join our team. This role is ideal for a collaborative professional with analytical experience. This role supports GSEC and our Member cooperative by safeguarding their financial interests through proactive monitoring or risk trends and strengthening the quality of strategic decision-making. Preference for candidates with regulated energy industry experience.

Requirements

  • A Bachelor’s degree from an accredited college or university.
  • Minimum 5 years experience in energy trading, derivatives, marketing or bulk power and gas system management.
  • Knowledge and experience in building financial models, conducting probabilistic analyses, risk control concepts, process improvement, program measurement, and reporting.
  • Knowledge and experience in generation and transmission operations preferred.
  • General knowledge of industry regulatory rules and regulations (FERC, NERC, CFTC, RTO/ISO); state regulatory requirements and administrative procedures of the associated regulatory bodies.
  • Understanding of energy hedging and portfolio management concepts and instruments.
  • Ability to quickly assess the impact of new relevant industry, legal and regulatory information and applies knowledge to specific issues or situations relevant to GSEC.
  • Strong interpersonal, organizational, collaboration and research skills; skills at conflict resolution.
  • Excellent oral and written communication skills.
  • Maintains composure and uses good judgment under stressful circumstances.
  • Ability to work in a dynamic environment with frequently changing requirements and meet deadlines.
  • Works well within a self-directed, team-based environment.

Nice To Haves

  • Preferred candidates will have a degree in Finance, Economics, Business, or Engineering.
  • Minimum 5 years experience in commercial or regulatory capacity in the energy industry preferred, including experience with wholesale power or natural gas markets, trading compliance and ERM program development, and/or business process improvement preferred.

Responsibilities

  • Develop and manage enterprise risk register, enterprise-wide policies, programs, procedures, and standards.
  • Developing, managing, utilizing, maintaining, and expanding the quantitative and qualitative processes, analytical tools, and software used for risk assessment and reporting activities, including the Enterprise Risk & Value Model and tools.
  • Identifying, understanding, and communicating interdependencies between key risks and helping identify mutually beneficial mitigation strategies.
  • Developing and maintaining a system or systems to track and monitor key risks.
  • Providing support to the Manager of Insurance and Risk for reporting risks to the Internal Risk Management & Compliance Committee (IRMC) and Board. Including reporting of day-to-day management of all activities related to the development, implementation, maintenance, and function of the GSEC Enterprise Risk Management (ERM) and Decision Quality Programs.
  • Integrating the ERM program with various other programs and processes, including compliance, risk assurance, business continuity, insurance, energy trading, strategic planning, capital budgeting, and project delivery.
  • Conducting subject matter expert interviews and working with key stakeholders to generate alternative strategies.
  • Working with decision boards and teams to capture insights and ensure follow-through on data requests.
  • Developing and maintaining the GSEC Decision Quality Process and documents, including Organizational Decision Quality (ODQ) training plans and communications.
  • Developing and evaluating models of strategic business decisions in Excel. This includes performing problem formulation, analysis, business research, and assessment. Developing and explaining outputs critical to decision-making, e.g., tornado, waterfall, and whisker charts.
  • Partnering with the departments to perform Decision Quality gap analyses on significant decisions as requested.
  • Support the Manager of Insurance and Risk in ensuring all insurance policies comply with regulatory requirements, and prepare detailed reports on insurance performance, costs, and risk exposure for senior management.
  • Support the Manager of Insurance and Risk in directing the claims process, from incident reporting to resolutions, working closely with internal teams and external insurers to ensure timely settlements.
  • Support the Manager of Insurance and Risk in evaluating corporate insurance programs, including liability, property, workers’ compensation, and professional liability, including the formulation of limits, layers, terms, and conditions of the insurance programs. Including ensuring all insurance policies comply with regulatory requirements, and preparing detailed reports on insurance performance, costs, and risk exposure for senior management.
  • Accountable for compliance with the Golden Spread Safety Policy, including all Safety Procedures and third-party and Member contractual obligations.
