About The Position

Enterprise Platforms & Data Services Manager, Information Technology Manager 2 (Salem) Central Distribution Center – Salem, Oregon Oregon Department of Corrections Are you ready to turn enterprise platforms into engines of innovation? We are seeking an experienced Information Technology Manager 2 to lead the implementation, adoption, and advancement of enterprise platforms and data services. This is a strategic, hands-on leadership role responsible for ensuring platforms are secure, reliable, and actively enable innovation, analytics, and mission-critical outcomes across the organization. This role is accountable for defining and executing the agency’s enterprise platforms and data services strategy, ensuring technology investments directly advance mission outcomes, operational efficiency, and long-term modernization.

Requirements

  • Six years of supervision, management, or progressively related experience; OR Three years of related experience and a bachelor's degree in a related field.
  • Enterprise Platform Strategy & Delivery: Demonstrated experience leading enterprise platform implementations and ongoing operations, including Microsoft 365, COTS/SaaS and data solutions. Proven ability to manage full platform lifecycles—from modernization and integration through upgrades and optimization.
  • Platform & Data Services Strategic Planning: Experience in defining and executing enterprise platform and data services roadmaps aligned with agency mission and business priorities, balancing near-term delivery with long-term modernization goals.
  • Data Governance, Analytics & Enablement: Experience establishing data platform and data governance frameworks that improve data quality, consistency, and usability while enabling secure self-service reporting and analytics in compliance with regulatory requirements.
  • Hands-On Technical Leadership: Proven ability to lead, mentor, and develop multidisciplinary technical teams while remaining actively engaged in platform design decisions, implementation oversight, and problem resolution.
  • Vendor, Platform & Financial Management: Experience managing complex vendor ecosystems, including contracts, SLAs, licensing, and performance outcomes, in close coordination with procurement, finance, and business stakeholders.
  • Risk, Compliance & Security Collaboration: Understanding of compliance requirements related to privacy and information security, with demonstrated ability to partner with security teams to manage access, mitigate risk, and support audits.

  • Define the future-state vision for enterprise platforms and data services
  • Translate business priorities, statutory requirements, and risk considerations into actionable multi-year roadmaps
  • Lead modernization and platform evolution
  • Drive modernization of legacy platforms through cloud, SaaS, and data-centric solutions
  • Standardize platforms to reduce fragmentation, technical debt, and vendor lock-in
  • Ensure adoption and value realization
  • Move beyond implementation to ensure platforms are fully adopted and embedded in business operations
  • Measure platform success through usage, reliability, and business impact—not just delivery milestones
  • Enable data-driven decision-making
  • Shape data platform strategy to improve data quality, accessibility, analytics, and reporting
  • Enable secure data sharing and integration across systems and partner agencies
  • Govern platforms, vendors and contracts
  • Establish platform governance, architectural standards, and lifecycle management
  • Maintain compliance with state and federal regulations (healthcare, privacy, audit).
  • Oversee vendor performance to ensure solutions align with strategic goals and deliver measurable value
  • Oversee licensing and contract deliverables in coordination with procurement and finance teams.
  • Drive Leadership & Team Excellence
  • Manage and mentor two specialized teams: COTS/SaaS Platforms and Data Products.
  • Provide hands-on leadership to ensure strategy translates into practical, operational results
  • Act as a trusted advisor to program leadership and executive stakeholders.
  • Oversee budgets & forecast and identify opportunities for cost optimization.
