GRADE 16 LOCATION OF POSITION 120 East Baltimore Street Baltimore, Maryland 21202 Main Purpose of Job The main purpose of this position is to supervise and manage the Enrollments Team in the Data Control Unit. This position reports to the Accountant Manager II overseeing Enrollments and Employer Reporting Adjustments, Employer Reporting Maintenance and Collection Teams. The primary responsibilities include, but are not limited to directing daily operations, ensuring compliance with applicable laws and regulations, and meeting strict production deadlines related to enrollment activities for the Maryland State Retirement and Pension System (MSRPS).

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Four years of administrative staff or professional work.
  • In-depth knowledge of laws, regulations, policies, and procedures governing enrollment in MSRPS defined benefit plans.
  • Effectively manage multiple deadline-driven processes, allocate resources efficiently, and analyze reports and reconciliations, and provide technical leadership to ensure accurate and timely completion of work.

Responsibilities

  • Supervise and lead staff responsible for enrolling new members into the Maryland State Retirement and Pension System and processing enrollment-related transactions.
  • Review and resolve enrollment and membership discrepancies generated by the CRM system.
  • Oversee processing of leave of absence requests, applicable service transfers, and establishment of Active Master File records, including those for alternate payees.
  • Assist with onboarding new participating governmental employers.
  • Ensure the accuracy, completeness, and integrity of the Active Master File data, particularly at fiscal year-end close (July).
  • Train staff, assign and prioritize work, approve completed work, and evaluate employee performance.
  • Monitor compliance with SRA policies, procedures, and internal controls.
  • Recommend process improvements and communicate staffing needs, concerns, and accomplishments to management.
  • Actively participate in daily operations, including performing staff duties as needed during peak times or due to vacancies.
  • Plan and organize resources to achieve the goals of the Enrollments Team.
  • Process enrollment of new members into the Maryland State Retirement and Pension System in accordance with the Maryland Annotated Code, the Code of Maryland Regulations, and agency procedures.
  • Review enrollment-related reports created by the system in support of the enrollments process.
  • Process leave of absence requests in accordance with agency policies and procedures.
  • Establish Active Master File (PRIB) records to support alternate payee accounts for Domestic Relation Orders (DROs) and child beneficiaries.
  • Process 16 Year Rule Cut Off Notices for Judges following established procedures.
  • Process Optional Retirement Program Enrollments in accordance with agency policies.
  • Process transfers of service, as applicable.
  • Supervise staff assigned to the Enrollments Team in the Data Control Unit.
  • Approve or decline leave requests
  • Train and develop staff
  • Monitor staff’s activities and performance
  • Ensure accountability for performance of duties and policy compliance
  • Complete all components of the Performance Evaluation Process
  • Communicate effectively with internal and external customers.
  • Report timely and accurate production and backlog data
  • Ensure all communications are professional, clear, and factually accurate
  • Elevate issues and decisions to the Accountant Manager II as necessary
  • Communicate clearly with staff regarding training, procedures, and performance.
  • Develop and maintain written procedures by regularly reviewing and updating existing procedures to ensure compliance with federal and state laws, Board of Trustees policies, and agency requirements.
  • Create new procedures as needed and ensure staff are informed of updates.
  • Develop and maintain expert-level knowledge of Pension Law, federal and state regulations, Board of Trustee policies, and Agency policies related to the Enrollments Team.
  • Serve as the agency’s subject matter expert for enrollment-related issues.
  • Perform special projects and other duties as assigned.
