About The Position

Under limited direction of the ENMU System Title IX Coordinator, the ENMU System Investigator (Title IX, Civil Rights) is responsible for accountability and compliance with federal and state laws, as well as ENMU policies and procedures related to discrimination/harassment; as well as conducting thorough and prompt Title IX, civil rights and/or affirmative action investigations for the ENMU System campuses (Portales, Roswell, and Ruidoso).

Requirements

  • Bachelor's degree or equivalent amount of education and/or experience in personnel administration, employee relations, labor relations, law enforcement, civil rights enforcement or related field.
  • Working knowledge of Federal and State Laws (Title IX, Title VII, VAWA, FERPA).
  • Strong organizational, planning, analytical, time management, and problem-solving skills.
  • Excellent interpersonal skills with the ability to remain unbiased.
  • Communicate effectively both verbally and in writing.
  • Maintain a high level of confidentiality.
  • Excellent attention to detail regarding facts, relevance, and investigation documentation.
  • Must be able to think critically, analyze information, and evaluate results.
  • Must be able to listen well and demonstrate sensitivity to and respect for individuals.

Nice To Haves

  • Investigator certification. Will be expected to obtain within one year of employment.
  • Experience with a case management system (e.g. Maxient or Advocate).
  • Experience working in or with institutions of higher education.
  • Experience in complaint, incident and/or grievance investigation and resolution.

Responsibilities

  • Works collaboratively with Title IX, HR, and Student Affairs staff, as well as appropriate offices at all system locations, and community partners.
  • Investigates complaints as assigned by the Title IX Coordinator, prepares an investigative plan and timeline, identifies and interviews witnesses, and gathers and secures relevant evidence. Ensures a well-documented investigation process.
  • Creates a comprehensive written investigative report for the Title IX Coordinator, HR, or Student Affairs and participates in the hearing board process as needed.
  • Recommends appropriate sanctions for Policy violations, in accordance with university policy.
  • Maintains accurate and thorough investigation files and reports.
  • Ensures compliance with FERPA and other state, federal, and System student record policies.
  • Assists the Title IX Coordinator with training and outreach efforts.
  • Maintains accurate and up-to-date employee and student Title IX training records, including but not limited to the administration of online training systems.
  • Provides updates to executive leadership and stakeholders as necessary.
  • Assists in Title IX regulatory compliance, including but not limited to policy review, training, and program review.
  • Identifies and integrates investigation best practices.
  • May assist in administrative duties, including but not limited to filing, requisitions, budget review, purchasing, etc.
  • Actively foster and maintain a climate that is supportive of students and respectful of differences.
  • Regular and predicatble atendance is required
  • Performs other related duties as assigned
