About The Position

This posting is for an Engineering Technician III position in the Salisbury Construction Office. This advanced level position will serve as a senior project roadway/structure inspector and will support higher level engineers in the administration of highway construction contracts. Job duties include Monitoring contractors' daily operations and performing and/or reviewing test reports to ensure that all work and materials conform to specifications, plans, and contract documents. This position will perform contract administration duties such as pay record entry and review, materials-received reports, certified payroll review, daily diary review, as-constructed plans preparation and monthly quantity verification prior to estimate payment. The selected applicant will resolve daily constructability issues and troubleshoot problems to mitigate delays to project delivery. Assist other department personnel and contract forces in utility relocation efforts by inspecting and tracking relocation work. Establish and maintain positive lines of communication between other technicians, engineers, contractors, and the public. This position anticipates contractual problems and advises engineering staff of the need for plan revisions, supplemental agreements, or other contract adjustments to improve safety, timely delivery, and/or quality of delivered project. Additional duties will include monitoring contractor's operations to ensure compliance with subcontract agreements and with the contract DBE requirements. Ensure compliance with NC Sedimentation and Pollution Control Act, and that all work performed in permitted areas is done in accordance with permits. May direct and schedule the work of junior technicians in staking out and inspecting every phase of a construction project to ensure it is built according to contract documents in a timely and cost-effective manner. Manage all aspects of assigned construction projects with limited supervision from higher level engineers. The selected applicant will be expected to apply advanced working knowledge of mathematical functions. This position will work nights and/or weekends as required by project workload/staffing with fluctuating hours, if need be, on any assigned project within the limits of Division 9. Must be able to assist in emergency relief situations including but not limited to snow/ice removal operations and other natural disasters.

Requirements

  • Associate's degree in an applicable area of Engineering Technology, Survey Technology or a related curriculum from an appropriately accredited institution and three (3) years of progressive technician level experience; or an equivalent combination of education and experience.
  • Must be able to assist in emergency relief situations including but not limited to snow/ice removal operations and other natural disasters.
  • The selected applicant will be expected to legally operate a motor vehicle. A valid NC Driver License is required.
  • Safety-toed shoes required.
  • Must apply safety philosophy and program to all operations.
  • The ability to effectively communicate and coordinate work with contractors, subcontractors, utility owners, and property owners to minimize delays and disturbances while maximizing progress of the projects.
  • You should be able to effectively communicate in a clear, concise, organized, and persuasive manner, both orally and in writing.
  • Ability to make independent decisions using sound engineering judgement.
  • Ability to work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, weather extremes, and traversing rough terrain in evaluating highway construction.
  • Must be able to perform moderate physical activity including but not limited to walking, climbing, balancing, kneeling, and standing.
  • Must be able to lift 50 lb.
  • Knowledge and skill in the use of Microsoft Office suite products, such as Word, Excel, and Outlook, is required.
  • Offer of employment will be contingent upon successful completion of NCDOT post offer employment evaluation.

Nice To Haves

  • Experience analyzing and interpreting highway construction plans.
  • Experience applying engineering concepts to solve complex problems.
  • Experience with mathematical functions including algebra, geometry, and trigonometry.
  • Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision
  • Customer service experience related to resolving problems that involve explaining complicated engineering concepts to various customer groups
  • Experience with iPads/tablets, HiCAMS, and SharePlus/SharePoint is highly preferred.
