About The Position

About the Position: Engineering Technician -> Starting Salary - Range 13, $21.09 Engineering Technician Senior -> Starting Salary - Range 14, $22.15 Engineering Technician Specialist -> Starting Salary - Range 16, $24.42 For this position, the work environment is primarily field-based, with occasional office duties. Travel to outlying county locations, including Bullhead City, Lake Havasu City, the Northern Arizona Strip, and other areas of Mohave County, may be required. Interaction with the public will occur both in the field and, occasionally, at the counter. The work schedule is Monday through Friday, from 7:00 a.m. to 3:30 p.m., with weekends and holidays off. Working Conditions Work outdoors in varying weather conditions, including strong winds, extreme heat to extreme cold temperatures. Requires time spent standing, walking, bending, stooping, and sitting. The ability to frequently lift 11 pounds up to 50 pounds. Requirements

Engineering Technician: High School diploma/GED (General Education Degree). One (1) or more years of floodplain management experience; high school level courses in algebra, geometry and trigonometry preferably supplemented by college level course work or training in floodplain management principles and techniques. OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.
Engineering Technician Senior: High School diploma /GED (General Education Degree). High school level courses in algebra, geometry and trigonometry preferably supplemented by college level course work or training in civil engineering principles and techniques. Two (2) years of technical civil engineering experience OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.
Engineering Technician Specialist: High School diploma /GED (General Education Degree). High school level courses in algebra, geometry and trigonometry preferably supplemented by college level course work or training in civil engineering principles and techniques. Five (5) years of technical and/or civil engineering experience. OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.
Flood Control: Five (5) years of experience in floodplain management. Nationally Certified Floodplain Manager certification. Associates degree Engineering/Hydrology/Geology or related field. OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications. Environmental data acquisition field and base station applications and configurations. VHF radio telemetry and propagation. Wired and wireless TCP/IP networking practices. Low voltage DC electronics trouble-shooting and repair. Solar powered applications and practices. The theory and practice of civil engineering planning, design, construction, and surveying. Interpreting and utilizing engineering plans, maps and specifications. The application of engineering theory to complex field and office problems. Investigation and inspection methods including soils, materials and equipment testing and data collection and reporting. Remote sensing, & geography Field survey and engineering methods and techniques. Construction techniques and quality control procedures. Geographic Information Systems and asset management database software and supporting electronic devices for data collection and management. Federal, State, and local regulations, programs, and standards such as Public Land Survey System (PLSS) Assessors' Parcel Databases & Arizona State Standards. Advanced engineering computer systems software such as ESRI ArcGIS, Autodesk CAD, Graphic Imaging, MS Access or specialized hydrologic / hydraulic systems. Survey instruments and equipment used in surveying. Land and construction survey methods and procedures. Floodplain regulations and knowledge of hydrology. Construction safety practices and traffic control involved in construction projects within the county rights-of-way. Mathematics to include basic algebraic, geometric, and trigonometric formulas applicable to the work performed. Civil engineering and survey terminology and descriptive materials including maps, plats, drawings, and specifications. Specification and county guidelines pertaining to improvements in rights-of-way and related projects. Department policies, rules, regulations, and procedures. Mohave County Personnel Policies and Procedures, and Department Regulations. Floodplain regulations and standards to include ARS, NFIP CFR, State Standards, FEMA Technical Bulletins, Mohave County Drainage Design Manual FEMA Processes, Letters of Map Revision, Conditional Letters of Map Revision, Physical Map Revision, Letters of Map Amendment. National Flood Insurance Program as it relates to Flood Insurance and Elevation Certificates. National and or State policy guidance and or changes that may affect our community. Advanced engineering/mapping/graphic software packages that are used in modeling, planning and/or reporting such as databases, GIS, CAD, etc. Extensive knowledge of Floodplain permitting process. The use of software in the application of engineering theory to evaluate practical field and office problems. The production of maps and cartographic reports The use of GIS and database software inclusive of developing GIS layers and database repositories, performing analysis, and generating products for engineering and surveying applications. Performing analytical tabular and spatial queries. Preparation of review documents and checking designs, details, estimates, plans and specifications of engineering projects. The basic design, interpretation, development and creation of spreadsheets, databases, PowerPoint presentations, maps and other related products. Written and verbal technical communications skills such as telephone and email standards and etiquette as well as technical report writing. Skill in applying the National Flood Insurance Program Code of Federal Regulations along with additional state and local Floodplain Regulations. Skill in the budget process and the ability to assist with the process. Skill in advanced engineering & graphic software programs such as Arc GIS, CAD, Corel Graphic Suite, Adobe Photoshop, or equivalent packages. Advanced skills in MS Office Suite Word and Excel. Skill in preparing clear and concise reports, technical writing and generating excel exhibits for report and budget purposes. Set priorities, assign, schedule, train, oversee, and evaluate work activities and to persuade assigned personnel effectively. Efficiently organize workload and schedule. Interpret and apply technical information encountered in the performance of responsibilities to include maps, specifications, guidelines, permits, plans, blueprints, and diagrams. Detect discrepancies in plans, specifications, and implement corrective actions. Maintain accurate, up-to-date records. Perform algebraic, geometric, and trigonometric calculations. Establish and maintain effective working relationships with coworkers, personnel of other county departments, private surveyors, contractors, and the general public.

Responsibilities

Assists the Floodplain Division supervisors and managers in their functions through conducting calculations, engineering research, subdivision, site plan and permit application review, floodplain determinations, hydrology analysis and review, and analyzing and providing recommendations in response to public inquiries, concerns and service requests.
Inspects construction sites and makes floodplain elevation determinations.
Prepares and monitors property floodplain information reports, floodplain use permits, elevation certificates, and any other documentation required for floodplain management.
Prepares and monitors floodplain use permits.
Prepare map exhibits, presentations and reports to related Floodplain Management using CAD, GIS and other presentation/graphics software
Coordinates with State, Federal, and local regulatory authorities regarding permitting and development.
Reviews proposed building permits for floodplain requirements.
Processes permit data in computerized system in coordination with other departments and divisions. Updates and researches databases.
Assists Professional Engineers in evaluating drainage study submittals for accuracy.
Answers questions regarding floodplain issues.
Investigates and responds to complaints of floodplain regulation violations.
Using standardized reporting formats, develops and prepares submittals to FEMA, Army Corp of Engineers, Arizona Department of Water Resources and other Federal, State and local jurisdictions for projects.
Files and maintains records
May lead special projects or programs including assisting with development of policies and procedures, training and/or supervision for assigned staff
Guides, trains, reviews the work of, and oversees less experienced Engineering Technicians or others as assigned in learning, performing and completing job tasks which include, but not limited to, FEMA Preliminary Map review and comment, LOMR review and comment, outreach strategies and implementation, development of resolutions and or IGA's related to floodplain mapping and grant projects, base flood calculations, web map support and programming, grant reporting, research, etc. Reviews work for accuracy and compliance to established procedures.
Prepares and advises on submittals for American Public Works Association (APWA) Accreditation, NFIP Community Assistance Visits (CAV), NFIP Community Rating System cycle verification (CRS) if applicable.
Prepare and/or advise on preparation of exhibits, documentation and calculations for presentations, budget documents, outreach programs and federal and state grant programs.
Completes complex reports, planning documents & presentations and assists with implementation for flood control study, outreach and ALERT projects with minimum supervision.
Calculates base flood elevations, checks calculations of engineering technicians.
Provides technical assistance to less experienced personnel as required.
Inspects construction sites and existing structures for compliance with floodplain regulations and standards.
Communicates and acts in a professional manner with the public, co-workers, and work contacts.
