About The Position

This position is accountable for the planning and overall direction of the Engineering and Standards Unit to develop, publish, update, and distribute policies and procedures, standard specifications, and highway standards relating to the installation and maintenance of traffic control devices throughout the state. This position provides traffic engineering services, signing and marking plan reviews, evaluates new traffic control products, performs traffic engineering studies, and provides support for activities to the Bureau of Operations. This position manages the Business Logo Signing Program, Tourist Oriented Directional Signing (TODS) Program, Attractions Signing Program, Roadside Memorial Marker Program, and Access Control Program.

Requirements

  • Current registration as a Licensed Professional Engineer in the state of Illinois OR current registration as a Licensed Structural Engineer in the state of Illinois.
  • Six years of experience in civil engineering
  • Requires a valid driver’s license.
  • Requires successful completion of a background screening.
  • Requires occasional statewide travel and out-of-state travel with overnight stays.

  • Extensive knowledge of the principles and practices of civil engineering with special emphasis on traffic engineering and the application of traffic control devices including knowledge of the MUTCD.
  • Knowledge of engineering studies, roadway geometric designs, and roadway construction.
  • Ability to develop and maintain cooperative relationships with departmental staff, local agencies, traffic industry organizations, and the public.

Responsibilities

  • Directs, supervises, coordinates, trains, and evaluates subordinate personnel to accomplish the goals established for the Engineering and Standards Unit to provide a high degree of service to the department’s districts and the public.
  • Recommends, publishes, updates, and administers policies, procedures, standard specifications, highway standards, and rules related to the Manual on Uniform Traffic Control Devices (MUTCD) and traffic operations to ensure the traveling public has a safe, efficient, and cost-effective highway system.
  • Directs evaluation studies relating to new traffic control devices, products, and methods to assist in the development and revision of policies and procedures.
  • Provides solutions to special traffic control problems and provides traffic engineering services inside and outside the Illinois Department of Transportation (IDOT).
  • Directs and performs investigations for the preparation of written and verbal responses to the public and for legislative issues relating to traffic operations.
  • Directs various projects and develops reports for unique assignments delegated to the Bureau of Operations.
  • Directs the administration of the Business Logo Signing Program, Tourist Oriented Directional Signing (TODS) Program, Attractions Signing Program, driving under the influence (DUI)/Fatal Accident Memorial Marker Program, and Access Control Program.
  • Directs the preparation and distribution of special maps both online and hard copy versions.
  • Directs the operation of IDOTs online Road Construction Map.
  • Directs the development of sign standards.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Perform other duties as assigned.
