About The Position

This position is accountable for the development, implementation, and interpretation of the geometric design and engineering policies which govern the construction, reconstruction, and rehabilitation of highways, intersections, and interchanges on the state highway system. This position is also accountable for managing the content and publishing revisions for the Bureau of Design and Environment (BDE) Manual which contains these engineering policies.

Requirements

  • Current registration as a Licensed Professional Engineer in the state of Illinois.
  • Eight years of experience in civil engineering.
  • Three years supervising staff and managing engineering functions.
  • Requires a valid driver’s license.
  • Requires frequent statewide and occasional out-of-state travel with overnight stays.
  • Requires successful completion of a background screening.

Responsibilities

  • Develops and interprets geometric and engineering policies for the construction/reconstruction of highways, intersections, and interchanges while maintaining the proper balance of engineering, operational safety, social, and environmental considerations.
  • Develops rehabilitation policies and procedures for upgrading existing state highways and monitors their use to provide safe, efficient, and cost-effective highway improvements.
  • Develops and disseminates policy and procedure memoranda in a timely manner, manages the content, and publishes any revisions to the Bureau of Design and Environment (BDE) Manual.
  • Maintains an effective liaison with district, central, and federal offices for the purpose of obtaining engineering policy input, providing policy interpretations, and resolving problems.
  • Develops policies and procedures for conducting Phase I studies.
  • Monitors, evaluates, and recommends actions on changes in pertinent state and federal guides, regulations, and American Association for State Highway and Transportation Officials (AASHTO) and Transportation Research Board (TRB) publications concerning the design of highways. Recommends actions on completed technical research for proper compliance on new issues and/or improvement of current engineering practices.
  • Conducts appropriate and timely research and/or evaluation of research papers and publications to support policies in terms of cost-effectiveness and safety. This includes serving on various AASHTO, TRB, and department task forces and working groups.
  • Develops, recommends, and disseminates changes to the access control policy for freeways and expressways and develops policy for access management on state highways.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
