This professional position provides proactive project management for specific projects, which are funded for design or construction implementation. Duties include managing the planning and design of park infrastructure, conducting onsite project inspections, and serving as a liaison to consulting engineers and various city, county, state, and federal agencies on issues like shoreline stability and erosion improvements. The role involves reviewing proposed facility construction plans and specifications for code compliance and quality assurance. Extensive verbal and written communications are required, along with project site visits. The specialist will complete construction site permit applications, advise Department staff on matters related to drainage, sewage disposal, water supply, and solid waste disposal in park development, and participate in onsite construction conferences. A key responsibility is the proactive management of architectural or engineering consulting services from the design through the construction phase. This includes developing and managing scopes of work, schedules, and budgets; negotiating design fees; contract management; cost estimating; tracking, reporting, and communicating project status; coordinating environmental construction permits and zoning requests; and coordinating research for topography studies, surveys, testing, and resource inventories for detailed site plans. The position requires the use of a state vehicle for site inspections and meetings, providing consultation to customers and partners on site planning and design, and representing the Division in related development programs.
