About The Position

Introduction The mission of the Division of Transportation Solutions is to provide excellence in transportation by developing, constructing and maintaining the State's infrastructure in a manner that results in a safe, cost-effective, and efficient multi-modal transportation network that enhances mobility commerce, and livability. Summary Statement This position is responsible for overseeing the production and installation of signs statewide. The operation consists of the Sign Production Shop in Dover and three County Sign Installation groups. Candidates must have experience using the MUTCD to ensure signs are produced and installed by Federal Standards. Candidates must have experience in staff supervision and management, experience in asset management, and experience in managing state contracts. Candidates will also be required to meet with the public, including contractors, homeowners and legislators. Requirements

  • Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  • Five years’ experience in traffic management as described in the summary statement.
  • Two years’ experience in transportation or construction project or program management such as planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating, and reporting on the status of transportation or construction projects or programs.
  • One year of experience in contract management and control such as ensuring compliance with terms of contracts and negotiating changes to existing contracts.
  • Coursework, training and/or work experience in staff supervision which may include performing as a lead worker overseeing the work of others.
  • Applicants must be legally authorized to work in the United States.
  • Pre-employment Drug Testing: Upon a conditional offer, you must undergo pre-employment drug testing as part of the hiring process.
  • Criminal background check: A satisfactory criminal background check is required as a condition of hire.
  • As a condition of hire you must possess a valid driver's license (not suspended, revoked or cancelled, or disqualified from driving).
  • All new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment.

Responsibilities

  • Inspects infrastructures to ensure compliance with design plans, materials specifications, safety requirements, construction processes, local, state, and federal codes and on-going maintenance requirements; documents and reports compliance or deficiencies.
  • Designs, develops, or reviews engineering project or site layouts, alignments, profiles, studies, graphs, and other related activities.
  • Compiles and records notes, sketches, test results, inspection data, and other information to document compliance and/or develop designs, specifications, reports, maps, and other geographically based data.
  • Conducts various studies to be used by others to analyze needs or develop plans, record characteristics, and other related activities.
  • Conducts data analysis to determine accuracy of data collected, develop recommendations, develop corrective designs, and/or ensure compliance.
  • Tests or evaluates the quality of materials or designs to verify adherence to contracts and specifications.
  • Obtains survey data such as angles, elevations, points, and contours using electronic distance measuring equipment and other surveying instruments.
  • Calculates or measures area and volume dimensions, horizontal and vertical geometry, profile and component specifications, and material testing dimensions using calculators or computers.
  • Operates computer assisted drafting equipment or other tools of the trade, and uses automated information systems and computer software to enter, update, modify, delete, retrieve, and report on data.
  • Reads and interprets plans, specification, blueprints, and other engineering documents.
  • Performs other related duties as required.
