About The Position

AECOM is hiring an Engineering Manager (Surface Water) to provide strategic leadership and technical oversight for our water resources practice in Sacramento, California. In this role, you will guide multidisciplinary teams delivering complex surface-water projects, including dams and reservoirs, levees and canals, flood risk reduction and resilience initiatives, watershed and river restoration, and major conveyance and tunnel systems. You’ll shape project direction, mentor emerging talent, strengthen client relationships, and help drive the long-term growth of our Surface Water group. This role is intended for a senior leader with the capability and ambition to grow into broader operational and business leadership responsibilities, including potential future department leadership with P&L accountability, as the Surface Water practice continues to expand across our Pacific West Division. Requirements

  • Bachelor’s degree and 8+ years of relevant experience or demonstrated equivalency of experience and/or education
  • California Professional Engineer’s (PE) license or ability to obtain within 6 months of hire.

Nice To Haves

  • 15+ years of civil engineering experience related to water resource projects
  • 5+ years managing other civil engineers
  • Master’s degree in civil engineering
  • Experience with Reclamation, DWR, USACE or other west coast water agencies and projects

Responsibilities

  • Lead strategic business development initiatives, including client relationship management, pursuit planning, and proposal oversight to secure new projects and expand market share.
  • Contribute to annual business planning, revenue forecasting, backlog management, and staffing strategies to support sustainable growth of the Surface Water practice.
  • Identify and cultivate long-term partnerships with key clients, industry stakeholders, and teaming partners to position the firm for future growth.
  • Develop market intelligence to identify emerging opportunities and guide strategic positioning in targeted sectors.
  • Mentor, coach, and develop high-performing teams, fostering a culture of collaboration, technical excellence, and accountability.
  • Oversee resource planning and workload management across multidisciplinary teams to ensure optimal staffing and project delivery.
  • Drive talent acquisition, retention, and succession planning efforts to build organizational capacity and maintain competitive advantage.
  • Providing technical support to water infrastructure projects including design, analysis, inspection, construction observation, and regulatory compliance activities.
  • Leading teams for the development of plans, specifications, and construction estimates.
  • Lead technical design teams for analysis of Water resources infrastructure (dams, reservoirs, levees, canals, tunnels, pipelines, flood protection systems, and conveyance facilities) projects.
  • Preparation of technical reports, memos, and engineering design and construction related documents.
