About The Position

Responsible for managing and coordinating the engineering staff, daily workload distribution, technical support to Customer Service, Finance and Operations, and engineering supervision over all construction, engineering, and operational projects. Actively participates in maintaining the Solid Waste Division's exceptional performance level by meeting and/or exceeding job requirements and customer expectations, demonstrating a positive attitude, ethical behavior, and a strong work ethic.

Requirements

  • Knowledge of civil and environmental engineering principles, terminology, and analytical techniques.
  • Knowledge of solid waste engineering design and construction.
  • Ability to interpret and apply local, state, and federal regulations.
  • Knowledge of Computer‑Aided Design (CAD) systems.
  • Ability to analyze engineering data and monitor projects for compliance.
  • Ability to solve engineering problems and make independent decisions.
  • Ability to plan, organize, and coordinate multiple work projects.
  • Ability to communicate effectively orally and in writing.
  • Ability to maintain effective working relationships with employees, officials, and the public.
  • Ability to perform tasks in various weather and environmental conditions.
  • Ability to see, speak, present publicly, bend, stoop, sit, stand, walk independently, drive, write, and perform data entry.
  • Ability to detect and correct errors, interpret data, perform mathematical tasks, investigate, inspect, verify information, and recommend solutions.
  • Graduate of an accredited four‑year college or university with major coursework in engineering.
  • Minimum of five (5) years of solid waste management, environmental, or civil engineering experience.
  • Minimum of three (3) years project management experience in a supervisory capacity.
  • Registered Professional Engineer (P.E.) or ability to obtain Florida P.E. within six (6) months of employment.
  • A valid driver's license required; a Florida driver's license must be obtained upon employment. The employee must maintain a clean driving record to operate an assigned county vehicle.

Nice To Haves

  • Master's degree in environmental engineering or related field.
  • Three (3) years of engineering management experience in solid waste.
  • Experience in groundwater and surface water monitoring and wastewater facility design.

Responsibilities

  • Manages all Solid Waste Division engineering projects including studies, planning, design, and construction of solid waste facilities (transfer stations, landfill cells, closures, stormwater systems, groundwater monitoring, landfill gas systems, leachate management, erosion control, and resource recovery facilities).
  • Plans and coordinates projects; determines staffing needs; assigns tasks; supervises assigned personnel; estimates and tracks budget requirements.
  • Provides design oversight and project supervision to meet approved schedules and budgets.
  • Reviews and directs work performed by consultants, contractors, and internal staff.
  • Implements best management practices in landfill design and operational methods.
  • Prepares and supervises permit applications and reports for state and federal agencies.
  • Serves as liaison with public, municipal, county, state, and federal environmental and engineering agencies.
  • Responds to public inquiries and represents the division on environmental committees and boards.
  • Provides technical support to landfill operations including compliance, access roads, erosion control, surveying, fill sequencing, and leachate reduction.
  • Oversees data collection, project documentation, cost analyses, and budget preparation materials.
  • Participates in administrative and personnel matters including staff conferences and workload planning.
  • Negotiates project fees and scopes with consultants and contractors; prepares board agenda items.
  • Coordinates projects with Risk Management, Facilities, Purchasing, and County Attorney.
  • Participates in short and long‑range planning for the division.
  • Performs related duties as required.
