About The Position

POSITION OVERVIEW The Engineer is responsible for reviewing construction site plans to ensure they meet legal, regulatory, and safety standards. This includes the technical planning, drawing/drafting of plans, coordinating, monitoring, inspecting, and reviewing the execution and completion of Town directed construction projects. The Engineer works in conjunction with applicable Directors, Stormwater Administrator, and Project Coordinator. This is not a supervisory position. The Engineer duties include, but are not limited to: Program/Project Management. Responsible for drawing/drafting and development of plats. Performs review of traffic engineering plans, rezonings, special exceptions and preliminary plats, and reviewing bridge/structure safety inspections to submit to VDOT. Responsible for conducting site visits/inspections or drainage investigations. Responsible for enforcing various codes and ordinances and is responsible for taking the correct actions, deviations, and/or violations and determining next steps within specified project. Responsible for reviewing any final construction plans and site plans for compliance with the Stormwater Management Ordinance, Subdivision Ordinance, Zoning Ordinance and other policies. Responsible for collaborating with internal teams and external agencies ensuring alignment and coordination of scheduled activities. Compliance. Interprets and enforces any applicable federal, state and local codes, laws, rules, regulations, specifications, standards, policies and procedures. In collaboration with applicable Town parties, prepares letters of recommendation to correct deficiencies and/or for approval. Provides recommendations on developing improved policies and procedures for Public Works and Public Utilities division’s responsibilities. Interacts with staff and outside agencies in the research and preparation of legal documents to complete job functions. Participates in the implementation of various engineering programs. Program/Project Communication. Follows up on any inquiries, requests, and/or complaints from internal staff, external agencies, or general public. Provides technical assistance to citizens, property owners, land developers, design professionals, financial institutions, attorneys and the general public. Provides professional advice/presentations to various boards, committees, etc. Provides assistance for the Stormwater Management Program, Development Bond Program, Erosion and Sediment Control Program, Street Acceptance Program, Floodplain Program, Wetland Mitigation Bank Program, Environmental Program and Land Disturbing and Permitting Program to ensure compliance with applicable codes, laws, rules, regulations, procedures, etc. Administration & Additional Tasks. Prepares or completes various forms and reports (referral reports & staff reports). Drafts ordinances, ordinance amendments, resolutions, special exception conditions, fact sheets, agendas, meeting packets, maps, presentations, or other. Assists as needed to accomplish a variety of CIP project tasks as they relate to project management.

Requirements

  • Thorough knowledge of modern principles and practices of civil engineering; general knowledge of design, construction, maintenance and cost estimating relating to public works facilities with special emphasis on road projects; general knowledge of land and engineering survey systems, methods and techniques; ability to prepare technical reports pertaining to engineering projects; ability to establish and maintain effective working relationships
  • Any combination of education and experience equivalent to graduation from an accredited college or university with a degree in civil engineering or related field and some experience in engineering construction and design
  • Minimum of five (5) years' experience in engineering and project planning; preferably in municipal government
  • Minimum of five (5) years of using Computer Aided Design (CAD) to develop plans
  • Possession of an appropriate driver's license valid in the Commonwealth of Virginia. If relocating to VA, a valid VA drivers' license is required to be obtained within one (1) year from date of hire
  • Upon hire Professional Engineer (P.E) License is required
  • Possession of Certification as a Certified Construction Manager through Construction Management Association of America (CMAA) within two (2) years from date of hire.one year of appointment
