About The Position

This position is located in the Land Protection Division, Solid Waste Permitting Section. This position is located in Oklahoma City, OK. All applicants must be able to pass a background check and must be able to legally work within the United States. DEQ does not allow sponsorships. Basic Purpose The person selected for the Solid Waste Permitting Section will become part of a dynamic team of engineers responsible for overseeing permit and corrective action activities at designated solid waste disposal facilities. The successful candidate will use principles of engineering and regulatory knowledge to accomplish DEQ’s Mission: to protect and improve public health and the environment. Learning opportunities will involve extensive on-the-job training. Through a combination of peer-to-peer teaching, university-type seminars/trainings and field observation, the incumbent will learn to assess engineering designs, provide construction oversight, and evaluate environmental monitoring and remediation plans, while working under the supervision of a professional engineer. Requirements

  • Employee must have a valid driver’s license and will be required to travel throughout the state as well as out-of-state.
  • Level III - consist of a bachelor’s degree in engineering from a college or university recognized by the Oklahoma State Board of Registration for Professional Engineers and Land Surveyors, in accordance with the standards of the Accreditation Board of Engineering Technology.
  • Level IV - registration as an Engineer Intern.
  • Level V - registration as an Engineer Intern and one year experience in the practice of engineering; or an equivalent combination of education and experience, substituting the completion of a master’s degree in engineering for the required one year of experience in the practice of engineering.
  • Level VI - registration as an Engineer Intern and two years of experience in the practice of engineering; or an equivalent combination of education and experience, substituting a master’s degree in engineering for one year of experience in the practice of engineering.
  • To be considered for this position applicants must be within 60 days of obtaining their degree.
  • Persons with out of state registration as an Engineer Intern must transfer their registration with the State of Oklahoma through the Oklahoma State Board of Registration for Professional Engineers and Land Surveyors no later than six months from the date of appointment.
  • Persons will not be granted permanent status without a valid Oklahoma registration as an Engineer Intern.

Responsibilities

  • Develop and maintain a working knowledge of regulations and interpret them as needed
  • Use best engineering judgement to review, assess and evaluate proper construction and design of solid waste facilities to determine compliance with regulatory requirements.
  • Issue recommendations or approvals for solid waste permit applications
  • Perform engineering inspections during the construction phase of solid waste facilities
  • Review, assess and evaluate groundwater and gas monitoring data for a variety of facilities including solid waste landfills
  • Review, evaluate thoroughness, and provide written comment on assessments, geologic and hydrologic evaluations, and corrective action plans prepared by others
  • Meet established timelines for review, response and permit writing
  • Write technical reports and letters
  • Work with project team, including hydrologists, engineers, risk assessors, and legal staff to provide expertise related to projects
  • Participate in internal and/or external workgroups and committees
  • Provide technical and/or regulatory assistance to DEQ customers (internal and external), including but not limited to prompt replies (written and verbal) to inquiries and interpretation of analytical data and other requests
  • Provide presentations to DEQ customers as applicable, and communicate findings to others
  • Attend public meetings to answer questions and/or present information related to permit status, analytical data, and/or permit data
  • Perform other duties and tasks to maintain program activities and commitments
