This engineering position in the Structures Management Unit Design and Construction Engineering Development Squad develops, reviews, and implements policies and procedures for design and construction of highway structures. Formulates calculations for coding in engineering applications, verify design software to ensure computations are performed as intended. This position collaborates with and oversees IT staff in developing in-house analysis software. Writes and updates in-house load rating software manuals. Develops and provides training and technical assistance to engineers involved in the design of highway structures. Develops and writes structure design policies and procedures. Updates the Structure Design Manuals. Develops and reviews special provisions for various structure-related items. The Engineer develops detailed sketches for engineers and technicians to use in Manual figures and Standard Drawings. Reviews work of engineers and technicians when tasks are completed. Advises the Project Engineer and/or Unit Head with structural analyses and prepares reports for internal and external meetings. Provides critical reviews of proposed changes to AASHTO specifications and interims to ensure NCDOT concurrence. Provides technical advisory support to structure-related research committees and review research reports. Communicates with States, DOT officials, product manufacturers, fabricators, and producers. This position will use the following; Thorough knowledge and understanding of concepts, and practices, of technical engineering skills and the design and analysis of highway structures and the ability to keep up with current developments and trends in areas of expertise. Ability to prepare/review complex engineering/technical plans and/or data for completeness, compatibility, compliance with engineering principles, standards, codes and design needs. Ability to establish expectations and clear direction to meet goals and objectives. Ability to make final complex decisions, compliant with engineering principles, standards, codes or regulations, and design needs. Coordinate and communicate with office and field engineers, other DOT units, FHWA and related outside agencies. Ability to apply mathematical, physical, and engineering sciences to routine services or creative works such as a consultation, investigation, evaluation, planning and design of engineering projects. Ability to coordinate, facilitate, and participate in a collaborative approach to the completion of tasks or assignments. Ability to communicate, in written and oral form, detailed and technical engineering information, guidelines and standards/statutes/codes/regulations to various audiences to ensure that they understand the information and the message, and to seek compliance. Ability to express complex engineering concepts and related facts in a clear, concise, and organized manned. Ability to identify, develop, and analyze engineering designs and/or specifications; ability to plan and modify methods. Ability to identify and plan for resources. Ability to monitor and ensure program/project meets specification and design. Ability to listen and respond appropriately to others. Work may include other duties and responsibilities as assigned. Applicant is required to have close visual acuity to perform activities such as prepare and analyze data & figures and view a personal computer.

  • Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
  • May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

Nice To Haves

  • Registration as a Professional Engineer in North Carolina is preferred.
  • Experience preparing designs and detailed plans for construction, repair, preservation, and rehabilitation of highway structures.
  • Demonstrated ability evaluating AASHTO Committee on Bridges and Structures ballot items.
  • Demonstrated ability developing and writing design policies and procedures.
  • Experience in the development or review of software to be used by in-house staff for the analysis, load rating, design and drafting of highway structures.
  • Experience coordinating, facilitating, and participating in a collaborative approach to complete assignments
