This position will be responsible for a variety of work tasks related to Traffic Survey Group’s traffic monitoring program, with a focus on traffic analysis. These work tasks involve traffic data analysis, development of Annual Average Daily Traffic (AADT) and related statistics, submittal of Highway Performance Monitoring System (HPMS) data, and managing counts performed under the traffic count vendor contract. This position will be responsible for duties related to traffic data analysis which include: •Assisting with the creation and updating of documents for training new employees •Working with support staff for the development of new processes to enhance the data analysis and management processes of the Traffic Analysis Section •Processing small to large data sets, performing quality control and quality assurance, and analyzing small to large data traffic data sets •Investigating and correcting high-level quality control issues throughout any of the traffic monitoring data sets and systems •Performing traffic station and segmentation edits in Traffic Survey Group’s operating applications •Processing data files of various types and uploading them into Traffic Count Database System (TCDS) •Development of process improvement efforts related to traffic data analysis •Reviewing areas where new facilities have been opened to determine where new traffic data coverage stations should be created •Reviewing and analyzing short-term and continuous traffic monitoring data sets on a daily/weekly/monthly basis •Responding to more complex traffic data requests and providing support to personnel performing other functions of the group on an as needed basis •Research and evaluation efforts into new data collection technologies, applications, and processes as related to the quality of output and efficiency of the data collection process integration into traffic monitoring system This position will be responsible for duties related to development of AADT statistics, Vehicle Miles Traveled (VMT) statistics, annual HPMS submittal, and related publications. Duties associated with these tasks include: •Assisting with GIS development and publications of data sets •Assisting with and at times leading activities involving year-end processes leading to HPMS traffic data submittal •Assisting with and informing development activities for automation of applications for traffic data processing and reporting •Supplying traffic monitoring data sets that include but are not limited to seasonal data, vehicle classification data, annual average daily traffic data, and other information generated for individual and groups of traffic monitoring stations •Assisting with the evaluation of new processes and applications and the creation/maintenance of procedural documents This position will be responsible for duties related to management of the traffic count vendor contract and the delivery of counts performed under that contract, which include: •Being the intermediary between project requesters and data collectors •Working with project requesters to generate an accurate timeline and a list of station locations and collection count types •Tracking workflow and processes to ensure projects are delivered on time

Requirements

  • Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
  • May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

Nice To Haves

  • Knowledge of computer applications and operations such as Microsoft Office, GIS, TransCAD, etc.
  • Knowledge of traffic monitoring concepts, traffic flow characteristics, data collection techniques, procedures, standards (FHWA-Traffic Monitoring Guide, and AASHTO-Traffic Data Programs), and equipment.
  • Demonstrated ability to identify and investigate data anomalies within large and complex data sets by using various tools to compare data.
  • Demonstrated ability to plan, organize, and perform tasks of high complexity, set short and long-term goals, and to be able to prioritize work daily with limited supervision.
  • Demonstrated ability to use verbal communication to effectively and concisely convey technical information for training both internal and external customers while providing excellent customer service.
