About The Position

This position is Exempt from the Human Resources Act (EHRA) with the exception of Articles 6 and 7. This is a full-time position (40 hours per week) with applicable State Benefits. This position performs complex engineering reviews for individual stormwater projects, issues permits under the Post Construction and NPDES Industrial Stormwater program, and presents training programs for DEQ staff, local governments, industry, consulting firms, and developers. In addition to the responsibilities that this position has as the Senior Stormwater Engineer in permitting and training, this position also coordinates and oversees the engineering design standards for stormwater control measures in North Carolina by publishing updates to the Stormwater Design Manual, leading stakeholder teams to refine stormwater design rules and guidance, evaluating new stormwater technologies and teaching at workshops, webinars and conferences throughout the state. The Stormwater Design Manual is an engineering technical manual that must be kept up to date, often via interactions with stakeholders such as university professors, local governments, and engineering consultants. Other Key Responsibilities: The position keeps up to date on the latest research on stormwater design, construction and maintenance and is responsible for providing effective technological transfer to the Department’s staff and many other interested parties on stormwater control. Many skills are required, including excellent technical writing and public speaking skills as well as a strong understanding of hydrology, soils, vegetation, hydraulics, and detailed engineering concepts related to all aspects of stormwater collection, treatment and discharge.

Requirements

  • Excellent technical writing and public speaking skills
  • Strong understanding of hydrology, soils, vegetation, hydraulics, and detailed engineering concepts related to all aspects of stormwater collection, treatment and discharge
  • Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.

Responsibilities
