Engineers on the Market Services and Market Design teams play a critical role in the development, analysis, and implementation of organized electricity market designs supporting SPP’s Markets+ initiative. This role is responsible for analyzing market design concepts, evaluating the impacts of design modifications, and supporting stakeholder-driven market evolution through data-driven analysis, testing, and collaboration. This position works closely with internal departments—including Markets, Operations, Legal, Regulatory, and Settlements, as well as external stakeholders such as market participants, vendors, FERC, and RTOs/ISOs. The Senior Market Design Engineer leads and facilitates discussions across multiple working groups, supports regulatory filings, and ensures implemented software and processes align with approved market design.
Requirements
- Bachelor of Science in Engineering, this degree should: Be from a university that meets the requirements to sit for the Professional Engineering exam (inâ¯Arkansas, that is most typically a degree from an ABET accredited university or a graduate degree from a college that has an ABET accreditation), Degree should be in a calculus-based engineering field field, and preferred degree programs are Electrical Engineering, Computer Engineering, Industrial Engineering, Mechanical Engineering, or Systems Engineering
- Engineer I - no experience required
- Engineer II - Two (2) years of relevant Engineering experience
- Competent with administrative and communication tools for word processing, spreadsheet development, and timekeeping.
- Strong knowledge of several power systems analysis tools applicable to steady state, dynamic, short circuit, or database management systems.
- Excellent interpersonal and teamwork skills, with strong written and verbal communication abilities.
- Proficient with communication and data-handling software, including Microsoft Office (Word, Excel, Access).
- Ability to understand and comply with SPP Policies and Procedures.
Nice To Haves
- Professional Engineer (PE) license.
- Advanced degree in a related field of study.
- Experience in the electric utility industry.
- Proficient with most SPP power systems analysis tools, with a solid command of several SPP tools and/or processes.
- Sound understanding of the SPP Open Access Transmission Tariff, FERC & NERC governing documents, SPP By-Laws, SPP Criteria, and the SPP Committee structure.
Responsibilities
- Analyze and develop organized electricity market designs and evaluate the impacts of market design changes.
- Lead and support Markets+ working groups and facilitate market design changes through the stakeholder process.
- Perform market analysis, develop market metrics, and create reports to identify and resolve market issues.
- Test and validate market functionality to ensure alignment with intended design and outcomes.
- Collaborate with internal teams (Markets, Operations, Legal, Regulatory, Settlements) to ensure consistent implementation of market design.
- Coordinate with market participants, vendors, FERC, and RTOs/ISOs on market policy and design.
- Support regulatory filings by providing data, analysis, and drafting technical materials.
- Research and benchmark market designs from other RTOs/ISOs and Western Market Initiatives.
- Document analyses and present findings to internal and external stakeholders.
- Develop training materials and mentor junior staff members
