The NCDOT Transportation Planning Division in Raleigh is seeking an entry‑level Transportation Engineer to support the development and delivery of transportation plans for the Western Piedmont region, including the greater Charlotte and Triad areas. This work helps shape a safe, efficient, and well‑planned transportation system for current and future needs. Key responsibilities include, but are not limited to: •Develop long-range transportation plans and administer state and federal transportation funds. •Conduct GIS spatial data analysis and mapping. •Perform traffic forecasting, capacity deficiency analysis, environmental and Title VI screening, and multimodal recommendations. •Present findings clearly through reports and oral presentations. •Collaborate with Metropolitan Planning Organizations (MPOs), Rural Planning Organizations (RPOs), local governments, and internal teams to advance transportation planning goals. To be successful in this position, applicants should have a foundational understanding of: •Transportation systems planning, travel demand modeling (TransCAD), and GIS tools (ArcGIS/ArcGIS Pro). •Traffic forecasting, deficiency analysis, alternative transportation modes, environmental constraints, and project planning. •Strong technical writing and oral communication skills with attention to accuracy. •Ability to build effective professional relationships with internal and external partners. •Teamwork and problem-solving skills. Must be able to lift/carry materials for meetings, legally operate a state vehicle, and be able to drive alone. Most of the work is completed in our downtown Raleigh offices with some travel, almost always scheduled in advance. Most travel is daily and evening, but there could be some occasional overnight travel. Travel <20%. •Applicants who have passed the FE exam, pursuing a PE, and/or have some coursework and/or experience in transportation planning are preferred.

Requirements

Nice To Haves

  • Applicants who have passed the FE exam, pursuing a PE, and/or have some coursework and/or experience in transportation planning are preferred.
  • Experience or coursework in any of the following: transportation planning, traffic forecasting, environmental engineering, or traffic engineering.
  • Experience or training in any of the following: evaluating data, traffic trends, or data projections.
  • Experience or training in computer applications and operations (Microsoft Office, GIS, TransCAD, etc.).
  • Experience communicating findings and recommendations to internal and external partners, public officials, and the public in written or oral format.
  • Experience working on team or group projects.
