Under general direction, this position performs difficult and responsible professional engineering work in the field and office, and supervises engineering personnel, including consultants engaged in such work. The essential functions of the Engineer class may vary depending on assignment and include supervising professional and technical engineering personnel, consultants, and other related staff on various engineering projects, assigning and reviewing their work. Responsibilities also involve selecting, training, motivating, monitoring, evaluating, and counseling staff. The role includes analyzing workloads and budgets, supervising and reviewing document preparation, reviewing and analyzing bids for conformance with specifications and for award approval, negotiating and modifying contracts, and resolving claims and disputes. The Engineer supervises and monitors the inspection of complex engineering projects and organizes field inspection staff activities. They advise operating staff on water/wastewater treatment goals and process optimization, and direct or participate in scientific research projects related to water and/or wastewater treatments and their environmental effects. The position also involves preparing and reviewing engineering designs, drawings, and specifications, performing and reviewing difficult engineering calculations, and reviewing federal, regional, and local regulations affecting engineering work. Analyzing and solving complex engineering and process-related problems, writing, reviewing, and approving departmental correspondence, reports, and other documents, conducting meetings, and making presentations to various stakeholders are also key functions. The incumbent may act as a project engineer or resident engineer for complex projects and performs other related duties as required.
