About The Position

Bears IT Solutions is seeking a Engagement Manager—a senior‑level professional combining the strengths of a Project Manager + Stakeholder and a Presentation Specialist —to support policy, research, and program development initiatives for the City of Philadelphia. This is a part‑time position with a primarily remote work environment. While most responsibilities can be performed virtually, occasional on-site meetings in Philadelphia may be required based on project needs. Location / Travel Requirement Candidates must live within a reasonable commuting distance of Philadelphia—generally within ~1 hour—to ensure availability for any in-person engagements. Work may be performed remotely and/or on‑site at the request of City Council. Communications, submissions, and contract documentation occur electronically. Briefings, presentations, interviews, and working sessions will be scheduled by Council as required for project progress or clarification. Position Summary The Engagement Manager (Project Manager + Stakeholder/Presentation Specialist) oversees project scope, schedule, deliverables, and cross‑team coordination for policy and program development engagements. The role manages day‑to‑day workflows, ensures timely and high‑quality deliverable production, and serves as the primary communication bridge with City Council. The Engagement Manager prepares executive‑level briefings and presentations and provides organized support for interviews, presentations, or clarifications requested under the City’s Reservation of Rights. The position ensures work aligns with expectations for coordination, structured communication, documentation, and responsiveness, as well as compliance with Professional Services Small Order Purchase requirements. Project Duration : This role will be for a 12 month project period. Expected Monthly Hours: The Engagement Manager (Project Manager + Stakeholder/Presentation Specialist) is projected to work approximately 16 hours per month, depending on project milestones and documentation cycles. Estimated hours by month are as follows: Month 1: ~16 hours Months 2–5: ~5 hours per month Month 6: ~16 hours Months 7–8: ~10 hours per month Month 9: ~12 hours Month 10–11: ~10 hours per month Month 12: ~12 hours Total Annual Commitment: ~136 hours. These hours may flex slightly based on invoicing cycles, disclosure deadlines, and Contract Philly submission requirements.

Requirements

  • Experience in project management, stakeholder coordination, communications, or related public‑sector engagement roles.
  • Proven ability to manage multidisciplinary project teams and complex schedules.
  • Experience preparing and delivering executive‑level presentations and briefings.
  • Strong organizational, communication, and facilitation skills.
  • Ability to translate complex analysis into clear, actionable messages.
  • Familiarity with government operations, legislative processes, or public‑sector programs.
  • This position is restricted to U.S. citizens only in accordance with federal contract requirements. Applicants must provide proof of U.S. citizenship (such as a U.S. passport, birth certificate, or Certificate of Naturalization) prior to employment. Non-citizens, including lawful permanent residents (Green Card holders), are not eligible for this role.

Responsibilities

  • Maintain and monitor scope, schedule, milestones, and deliverables to ensure alignment with Council expectations.
  • Coordinate and sequence tasks across policy, quantitative, legislative, and communications staff.
  • Track progress, identify risks or bottlenecks, and implement mitigation strategies.
  • Maintain project plans, calendars, and activity tracking systems supporting timely execution.
  • Serve as the primary point of contact for City Council staff regarding workflow, deliverables, and coordination.
  • Facilitate communication among cross‑functional team members to ensure consistency and alignment.
  • Organize and lead check‑ins, status meetings, and coordination sessions.
  • Ensure communications meet expectations for clarity, completeness, and timeliness.
  • Oversee assembly of deliverables including policy memos, research reports, legislative analyses, and presentations.
  • Manage review cycles ensuring accuracy, clarity, and responsiveness to Council needs.
  • Integrate quantitative, qualitative, legislative, and design inputs into cohesive work products.
  • Ensure deliverables meet required standards and expectations.
  • Prepare and deliver briefings, slide decks, and talking points for City Council meetings or work sessions.
  • Translate complex policy, quantitative, or legislative content into clear presentation narratives.
  • Ensure all materials are executive‑ready and aligned with Council expectations.
  • Ensure documentation, correspondence, and deliverables comply with PSSOP requirements.
  • Maintain structured documentation, including folders, archives, and audit‑ready project files.
  • Support invoicing readiness and completeness of supporting documentation.
  • Coordinate with Compliance & Administrative Coordinator on filings, submissions, and documentation controls.
  • Prepare materials and talking points for interviews or clarifications requested by the City.
  • Coordinate team participation to ensure consistent, accurate responses.
  • Support Reservation of Rights processes including clarifications or investigations regarding qualifications or deliverables.
  • Maintain audit‑ready documentation, communication archives, and version histories.
  • Conduct quality reviews of deliverables for accuracy and structure.
  • Ensure compliance with PSSOP requirements including nondiscrimination, LEP access, disclosures, and record retention.
