About The Position

Manage resources and supervise staff involved in gathering geotechnical, geophysical and non-destructive subsurface investigation data to be used in preliminary engineering design, forensic investigations and assessments of recent and on-going construction activities. Provide technical support to assigned engineering program area through coordinating and supervising activities of subordinate staff. How you will contribute: Compliance: Ensure compliance with all Construction Directives (CDs), environmental safety, EO, Materials, acceptance testing and quality directive. Ensure assigned project is compliant with VDOT, District, and regional environmental and safety goals. Ensure environmental discrepancies and safety violations are corrected. Monitor and assure compliance with all VOSHCP, OSHA, DPOR and VDOT safety policies and regulations. Data Review and Preparation: Organize soil survey and foundation boring logs using in-house and commercial software programs. Ensure logs are complete with all available data. Review field information and samples ensure they are complete and representative of the subsurface conditions encountered. Ensure soils are described with specified criteria. Ensure other critical data (boring offsets, groundwater measurements, elevations, special observations, etc.) appear on the boring logs and plans. Engineering Technology Solutions: Provide engineering technology solutions to complex or unusual cases and projects. Geotechnical Field Operations: Review preliminary engineering boring plans to determine most cost-effective locations. Address concerns and, or suggest relocation of problematic boring locations. Identify affected landowners and contact for permission to enter private property. Stake or delegate boring stakeout after review of plans. Coordinate site access and arrange for traffic control. Set drilling assignments and schedules; assure completion within schedules. Operate and supervise operation of geotechnical, geological and support equipment (e.g. soil and rock drilling rigs, support vehicles, seismic and resistivity geophysical equipment). Ensure drilling crews use and maintain correct utility clearance and avoidance procedures. Ensure all required lab samples are correctly obtained, labeled, tested and/or delivered to the lab. Ensure that drilling tools and equipment are maintained and utilized properly, expendables are kept in stock, and tooling replaced when necessary. Job Safety: Determine and demonstrate proper work site protection techniques. Ensure workplace safety by identifying workplace hazards and making suggestions for improvement. Wear proper personal protection equipment. Maintain current knowledge of safety rules, regulations, laws and procedures (OSHA, VOSHA, etc.). Ensure equipment is used properly and safely. Apply MUTCD for detours, lane closures, work zones, etc. Maintain clean, orderly, and safe work environment. Follow VDOT safety regulations and practices. Oversight of Contract Drilling Operations: Supervise and, or assign supervision of contract drilling operations under the 'on call' drilling contract. Instruct contract crews on VDOT's expectations and verify contract drilling is performed in compliance with contract and generally accepted industry practices, including safety. Review contract invoices and investigate disparities between VDOT production quantities and contractor production quantities. Approve contract invoices for payment within specified time limits. Records Maintenance: Maintain automated and written reports and project records for activities performed in assigned program area. Records are maintained in compliance with agency standards. Special Studies: Perform special studies and assignments to support initiatives and decision making for assigned engineering program area. Prepare project related correspondence. Supervise and Train Technicians: Supervise and train technicians in performing duties for their assigned program area. Ensure technicians are capable of performing assigned activities. Technical Advice and Guidance: Serve as a technical resource and consultant to inspectors, contractors and agency management. Instruct and guide field staff to assure work conforms to Agency, OSHA, VOSH and contract safety policies, plans, specifications and contract documents. Time Management: Ensure work assignments are performed to achieve on schedule completion of activities on projects. Manage multiple projects and adjusts priorities as needed. Training: Train and supervise technicians in the areas of drilling, field testing, soil and rock description, field logging, rudimentary survey techniques and completion of appropriate forms. Demonstrate the behaviors and uses of various road-building materials including soils, aggregates, asphalt and concrete. VDOT Representative: Represent VDOT with outside contacts, which include handling and resolving concerns of contractors and the public.   • Ability to obtain and maintain CDL and DOT medical card within 11 months of employment and maintain thereafter.
  • Must comply with DOT and VDOT policies and standards when operating CDL equipment.
  • Ability to obtain and maintain flagger certification, 40-hour OSHA HAZWOPER certification, first aid and CPR certification, and chain saw safety certification within 12 months of employment.
  • Ability to obtain and maintain materials certifications in soils and aggregate, asphalt field-level I, traffic control technician (TCT) and traffic control supervisor (TCS) within 12 months of employment.
  • Knowledge of AASHTO, ASTM and Virginia Test Method procedures.
  • Knowledge of research methods, procedures, experimental design, and applied research.
  • Safety shoes required.
  • Skill in using material sampling and testing procedures such as AASHTO and ASTM testing specifications and VA Test Methods.
  • Valid driver's license.

Nice To Haves

  • A combination of training, experience, or education in Civil Engineering, Materials Engineering or related field desired.
  • Basic Tree Cutting & Chainsaw Operator.
  • CPR with AED, Standard First Aid, and Blood Borne Pathogens (BBP) Combined Course.
  • Experience identifying soils and rock in accordance with recognized classification systems.
  • Experience operating and maintaining mechanical drilling equipment.
  • Possession of Commercial Driver' License (CDL).
