About The Position

The San Joaquin County Employment and Economic Development Department (EEDD) is recruiting to fill one full-time Employment Training Specialist I vacancy and to establish an eligible list which may be used to fill future vacancies. The following incentives and bonuses may be available for eligible new hires. Incentives and bonuses are subject to approval by Human Resources: Vacation Accrual Rate : San Joaquin County vacation accrual rate consistent with the candidate's total years of public service. Sick Leave : Candidates leaving other employment may receive credit for actual non-reimbursable sick leave hours (up to 160 hours) from their last agency. Hours shall be subject to San Joaquin County's minimum sick leave cash out provisions. New Hire Retention Bonus : $2,000 upon completion of first year equivalent employment (2,080 hours) $1,000 upon completion of third year equivalent employment (6,240 hours) $3,000 upon completion of sixth year equivalent employment (12,480 hours) Pre-Employment Background: Potential new hires into this classification are required to successfully pass a background investigation as a condition of employment. Requirements

  • EITHER PATTERN I Experience: Two years as an Eligibility Worker II, EEDD Intake and Referral Specialist II or comparable position in San Joaquin County within the last five years.
  • OR PATTERN II Education: Graduation from an accredited four-year college or university with a major in business administration, public administration, psychology, social science, or a related field.
  • OR PATTERN III Education: Completion of 60 semester units at an accredited college or university with major coursework in psychology, sociology, counseling, vocational training, education or related field. Experience: One year performing case management, vocational guidance/assessment, employment counseling, or placement services at a level comparable to Eligibility Worker II in San Joaquin County.
  • Substitution: Two additional years of qualifying experience may substitute for the required education in this qualifying pattern.
  • Note: Persons assigned to perform employment related assessments for Cal-Works clients are required to have 15 units in counseling preparation, 3 units in career planning and the remaining in career planning, guidance, personality development, occupational and industrial information, tests and measurements or a closely related field.
  • AND License: Possession of a valid California Driver’s License.
  • General goals and purposes of employment preparation and training programs and public social service agencies; basic principles and methods of employment preparation and training; career, vocational and employment counseling and interviewing techniques; case management; typical barriers to employment; principles and practices of public relations and human behavior; basic computer operation and keyboard arrangement; basic record keeping and reporting methods; basic language mechanics, mathematics and general office procedures; community resources and programs, which can assist people, seeking employment.
  • Learn complex social service and employment-related interviewing, record keeping techniques and automated computer systems; learn to give, interpret and apply standardized vocational assessment tools and identify barriers to employment; elicit factual information from individuals in difficult circumstances of deprivation or emotional disturbance; learn to assess overall employability and develop employability plans; accurately gather, record and evaluate complex data; prepare a variety of reports, forms, plans and agreements; enter information accurately into a computerized system, and navigate effectively through computer screens; read, understand and apply complex written regulations and instructions; speak and write effectively; establish and maintain cooperative working relationships with employers, outside providers, agency staff and the general public; work cooperatively with others; communicate effectively with persons from diverse social and cultural backgrounds.

Responsibilities

  • Interviews clients to determine suitability for employment training programs and job openings; screens clients for skill levels, job experience, education, aptitude, interest, employment/training history, and barriers to employment; evaluates client needs for supportive services or other supportive service needs and makes community referrals; may perform client employability assessment; interprets vocational assessment results and works with clients to develop employability plans.
  • Understands and interprets complex rules and regulations applicable to employment, education, and vocational training programs; explains employment program options and goals to clients and to the public; encourages and motivates client participation in such programs.
  • With close supervision and guidance, interprets vocational assessment results; reviews and assesses client employability based on skill level, education, aptitude, experience, employment/training history and barriers to employment, and develops a client-specific work plan; provides employment and training counseling and labor market information; counsels clients on personal and social issues affecting employability; makes appropriate referrals to employment, education, vocational training or other training resources, including referrals to mental health, substance abuse and domestic violence services.
  • Using a variety of resources, matches clients with suitable and available job openings; regularly updates such resources and maintains familiarity with current employment opportunities and labor market information; determine, authorize and compute ancillary and supportive service payments and overpayments.
  • Monitors client and contractor compliance with program guidelines; may visit training and/or employment sites to evaluate compliance; may meet with instructors and/or employers; determine needs for additional services or activities; meets with employers to discuss problems and areas of concern; may recommend payment authorizations.
  • May use an automated computer systems for client tracking; provides continuous case management and vocational and career counseling; evaluates client progress to determine follow-up action, if needed; assists clients with personal and social issues affecting employability; may handle difficult cases with close supervision.
  • Makes appropriate cause determinations on non-participating clients; monitors clients in good cause status; completes adequate and timely notices of action; encourages clients to conciliate; authorizes sanction of clients who fail to conciliate.
  • May take part in promotion and outreach activities to disseminate information about the program; maintain contact with clients, education and/or training providers, community agencies and employers to develop employment and training opportunities for clients.
  • May contact participants either by telephone and/or in person by office call or home call to evaluate progress and determine follow-up action if needed; counsels participants on areas of concern and resolves problems; contacts participants who fail to complete the program to determine reasons, effect a return to the program or provide referrals to other agencies.
  • Prepares statistical and narrative reports on caseload parameters and program activities; enters and retrieves data on a automated computer system; maintain appropriate records utilizing computerized and manual databases; may attend meetings and in-service training programs; may participate in special projects.
  • May coordinate grant funded job training activities.
  • May conduct orientations, workshops, and classroom training sessions in other employability areas such as job search and job skills; may assist clients developing resumes and preparing for interviews.

  • Health Insurance : San Joaquin County provides employees with a choice of three health plans: a Kaiser Plan, a Select Plan, and a Premier Plan. Employees pay a portion of the cost of the premium. Dependent coverage is also available.
  • Dental Insurance : The County provides employees with a choice of two dental plans: Delta Dental and United Health Care-Select Managed Care Direct Compensation Plan. There is no cost for employee only coverage in either plan; dependent coverage is available at the employee’s expense.
  • Vision Insurance : The County provides vision coverage through Vision Service Plan (VSP). There is no cost for employee only coverage; dependent coverage is available at the employee’s expense.
  • Life Insurance : The County provides eligible employees with life insurance coverage as follows: 1 but less than 3 years of continuous service: $1,000 3 but less than 5 years of continuous service: $3,000 5 but less than 10 years of continuous service: $5,000 10 years of continuous service or more: $10,000 Employee may purchase additional term life insurance at the group rate.
  • 125 Flexible Benefits Plan : This is a voluntary program that allows employees to use pre-tax dollars to pay for health-related expenses that are not paid by a medical, dental or vision plan (Health Flexible Spending Account $2550 annual limit with a $500 carry over); and dependent care costs (Dependent Care Assistance Plan $5000 annual limit).
  • Retirement Plan : Employees of the County are covered by the County Retirement Law of 1937.
  • Deferred Compensation : The County maintains a deferred compensation plan under Section 457 of the IRS code. You may annually contribute $22,500 or 100% of your includible compensation, whichever is less. Individuals age 50 or older may contribute to their plan, up to $30,000. The Roth IRA (after tax) is also now available.
  • Vacation : Maximum earned vacation is 10 days each year up to 3 years; 15 days after 3 years; 20 days after 10 years; and 23 days after 20 years.
  • Holidays : Effective July 1, 2017, all civil service status employees earn 14 paid holidays each year.
  • Sick Leave : 12 working days of sick leave annually with unlimited accumulation. Sick leave incentive : An employee is eligible to receive eight hours administrative leave if the leave balance equals at least one- half of the cumulative amount that the employee is eligible to accrue. The employee must also be on payroll during the entire calendar year.
  • Bereavement Leave : 3 days of paid leave for the death of qualifying family member, 2 additional days of accrued leave for death of employee’s spouse, domestic partner, parent or child.
  • Merit Salary Increase : New employees will receive the starting salary, which is the first step of the salary range. After employees serve 52 weeks (2080 hours) on each step of the range, they are eligible for a merit increase to the next step.
  • Educational Reimbursement Program : Eligible employees may be reimbursed for career-related course work up to a maximum of $850 per fiscal year. Eligible employees enrolled in an approved four (4) year College or University academic program may be reimbursed up to $800 per semester for a maximum of $1600 per fiscal year.
  • Parking Supplemental Downtown Stockton: The County contributes up to $20 per pay period for employees who pay for parking and are assigned to work in the Downtown Core Area.
  • School Activities : Employees may take up to 40 hours per year, but not more than eight (8) hours per month, to participate in their children’s school activities.
