Career Path Services is hiring an Employment Specialist & Program Technician. This role is within our POST Team, a flexible “float” team which works primarily remotely, stepping in wherever support is needed across our workforce development and human services programs. This role blends direct service and behind-the-scenes operations, jumping in to support caseloads, stabilize programs during staffing gaps, and help launch or wind down programs and take on projects as the needs arise. This role will work closely with staff and leadership to keep programs running smoothly by supporting compliance, career services, improving processes, and strengthening how services are delivered. The role also leverages existing data platforms to coordinate program data, ensure accuracy, and create clear, useful data presentations that help teams understand performance and make informed decisions. The ideal candidate is adaptable, resourceful, and energized by variety, someone who can quickly step into new teams and figure things out without missing a beat. They'll bring a strong mix of case management experience and comfort working with data systems, using data to both support day-to-day operations and communicate program impact. This role is full time and will be hybrid (remote work and rare/occasional in-person work) based out of our Washington State locations. Candidate must live in Washington State or Idaho . ABOUT THE JOB The major responsibilities of this position include serving with one foot in the Career Path Services technology and data team and the other foot in the CPS POST team as a remotely deployable team member to provide surge support / coverage or consulting to area program operation leaders as needed. Major responsibilities of this position include, but are not limited to: Provide functional support to program teams, answer team member questions, help with team member problems, and provide oversight of program team member work for quality and guideline compliance. Participate in WDC/WIOA/DSHS system and center initiatives and provide tactical guidance for staff as directed. Provide continual evaluation of processes and procedures, suggesting methods to improve area operations, efficiency, and service to both internal and external customers. May assist management with staff recruitment, scheduling/timekeeping, and performance management. Provide review and approval of program eligibility and program enrollment; includes review of data integrity documentation at MIS entries. Support management and perform management duties when manager is absent or out of office, as appropriate. Hold voucher approval authority for program expenditures including WEX, OJT, and ITA, according to Global Policy 19-Procurement. While serving in program support roles, follow organizational program model including: Initial Engagement: Reach and invite customers to apply for services at quantities and qualities that lead to exceeding enrollment goals and produces program outcomes. Conduct employer and participant outreach and recruitment, orientation and eligibility determination, initial assessment, and service plan development Service Components for Individualized Career and Training Services: Use allowed activities to build a Customer Service Plan that prepare participants for unsubsidized employment at a family supporting wage. Responsible for supervising a caseload of participants by providing comprehensive caseload management, documenting services, and managing an individual practitioner budget. Provides the following services: comprehensive assessment, skill building, vocational or occupational skills training, financial literacy, supportive services, paid and unpaid work experience, On-the-Job Training, job development, and placement. Program Completion and Transition Strategies: Ensure appropriate timelines and lengths of participation, helps the participant achieve their customer service plan to allow for an orderly exit of participants from services, and manages caseload sizes. Tasks include job placement, transition and contingency planning, and follow-up services. Follow up services include serving the program alumni with a limited service such as career and wage progression, mediating employer/employee disputes, upon request, and developing additional resources to ensure long-term attachment or reattachment. Performance and Continuous Improvement Strategies: Understand the program performance measures and customizes retention services to ensure a good return on investment. Utilize customer satisfaction surveys to gather customer feedback throughout participation and at program completion to evaluate the quality of services. Conduct timely, accurate and complete data input for registrations and enrollments, status changes, exits/terminations and post exit MIS in the division’s operating system. Maintains client files in both hard and electronic versions. Develop, expand, and maintain working relationships with partners, employers, and fund sources that achieve desired outcomes by identifying needs, developing solutions, establishing goals, and executing plans. Timely, consistent, and professional communication is essential to the success of the program. Utilize, organize, and coordinate data within the various data systems utilized by Career Path Services to ensure consistent data collection processes and that data is stored securely and efficiently, including: Ensure accessible, secure, high-integrity data collection, entry, storage, analysis, and reporting. Work with staff to conduct and monitor all data collection procedures for Apricot Database and ensure the integrity of Apricot database content, and reports. Maintain reporting tools, dashboards, and visuals to provide quick and accurate insights into programmatic performance, and to help communicate stories about the work of Career Path Services. This includes: Maintain program performance monitoring processes, technology, and reporting systems. Maintain program outcome monitoring processes and reporting, and providing recommendations—including, but not limited to, managing systematic surveys, interviewing, and follow up with participants. Produce timely, transparent, reliable, accurate reports as needed to maintain grant compliance and industry best practices and leadership. Other applicable duties assigned by supervisor.
