About The Position

The employment services senior manager serves as a strategic, consultative, business partner to schools and district work locations. The senior manager must demonstrate strong analytical, problem solving, organizational, interpersonal, and communication skills in order to drive HR strategies within responsibilities. The full range of human resources generalist knowledge will be needed to drive successful employment strategies in talent acquisition.

Requirements

  • Bachelor’s degree in human resources or related business field of study from an accredited institution; or any equivalent combination of related education, training, and/or experience which provides the required knowledge, skills and abilities to perform the essential job functions.
  • Five (5) years of experience as a Human Resources Generalist or Manager within a Human Resources department, demonstrating expertise in staffing, recruitment, and applicant tracking and HR information systems.
  • Experience must include at least three (3) years in a supervisory capacity, with responsibility for leading staff and overseeing hiring processes.
  • Experience using Microsoft Excel, SAP or other large ERP systems.
  • Ability to read, interpret and enforce state statutes and school board policies, rules and by-laws.
  • Ability to enforce collective bargaining agreements.
  • Ability to use effective public relations skills.
  • Ability to analyze data.
  • Ability to use effective interview techniques, coaching procedures and evaluation procedures.
  • Ability to effectively use public speaking skills.
  • Ability to effectively use problem-solving skills.
  • Knowledge of current educational trends and research.
  • Knowledge of human growth and development.
  • Knowledge of group dynamics.
  • Demonstrated written and oral communication skills.
  • Skills in personnel management, interaction and supervision techniques.

  • Understands that quality teaching and learning is the essential process and product of public schools, and has the ability to focus human and financial resources to this end.

Responsibilities

  • Manifest a professional code of ethics and values.
  • Respond to internal and external customers in a timely, accurate, courteous and empathetic manner representing OCPS in a positive light.
  • Model the routine, intentional and effective use of technology in daily work, including communications, organization and management tasks.
  • Develop and implement HR policies and procedures in support of business needs and HR strategies.
  • Provide HR generalist support in the areas of compensation, benefits, staffing, diversity, and on boarding functions.
  • Ensure compliance with legal obligations, regulatory standards and labor relations practices.
  • Maintain a thorough knowledge in such areas as EEO, Fair Labor Standards, Wage and Hour, FMLA, and other regulatory requirements.
  • Accurately diagnoses organizational issues, develop solutions, and implement them.
  • Develop, analyze, and monitor human resources metrics to inform decision-making and improve organizational effectiveness.
  • Develop new strategies and programs to attract candidates.
  • Interview, screen, and recruit job applicants to fill vacant positions.
  • Track and manage vacancies, maintaining consistent communication with administrators regarding staffing needs.
  • Evaluate reports, decisions, and results of department in relation to established goals.
  • Manage personnel staffing consistent with federal, state, and district regulations, and assist with compliance issues.
  • Provide technical support to principals on annual budget process and staffing of schools.
  • Coordinate the annual reappointment and unassigned employee placement process and ten-day recalculation process.
  • Active participant in the district’s recruitment and retention efforts i.e. attending and hosting job fairs, recruitment trips, interviewing candidates, issuance of districtwide contracts, and facilitating of panel interviews for non-school-based administrative positions.
  • Keep Assistant Director, Employment Services informed of critical issues within the department and incidents about which his or her supervisor should be aware.
  • Assist employees with alternative employment assistance pertaining to workers compensation.
  • Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.
  • Follow the district’s policies and procedures as related to fixed assets.
  • Develop leadership in subordinates.
  • Responsible for keeping up to date on current technology being used by OCPS.
  • With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in current position.
  • Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
  • Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility.
  • Perform other duties and responsibilities as assigned by supervisor.
