About The Position

The Employee Relations & Human Resources Manager works collaboratively with tribal government departments and business enterprises to foster a fair, respectful, and compliant workplace culture. This position serves as a trusted advisor to leadership and employees on employee relations matters, workplace policies, and personnel practices, ensuring alignment with applicable laws, regulations, guidelines, and the Moapa Band of Paiutes’ policies and procedures. The role emphasizes employee relations, performance management, policy interpretation, conflict resolution, and organizational support, while maintaining essential human resources functions. The Employee Relations & HR Manager plays a key role in promoting consistency, accountability, and transparency across the organization, supporting both traditional personnel practices and forward-looking workforce needs.

Requirements

  • Must be at least 21 years of age.
  • Bachelor’s degree in Human Resources, Business Administration, or a related field OR a minimum of two (2) years of direct, relevant human resources or employee relations experience OR executive-level experience in an organization overseeing employee relations and/or human resources functions.
  • Strong working knowledge of employee relations practices, personnel policies, performance management, and disciplinary procedures.
  • Knowledge of employment laws, EEO, employee benefits, and personnel administration principles.
  • Excellent interpersonal skills with the ability to handle sensitive situations tactfully and professionally.
  • Demonstrated ability to communicate effectively—verbally and in writing—with employees at all organizational levels and across diverse backgrounds.
  • Highly organized, detail-oriented, and capable of managing multiple time-sensitive matters with minimal supervision.
  • Proven ability to exercise discretion, sound judgment, and maintain strict confidentiality.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook) and general computer systems.
  • Ability to work independently while also supporting team and organizational needs.
  • Must be dependable, service-oriented, and adaptable to changing priorities.
  • Valid driver’s license and ability to be insured under Tribal insurance.
  • Must pass a pre-employment background check and alcohol/drug screening.

Nice To Haves

  • Preferred minimum of four (4) years of progressively responsible experience in HR or employee relations.
  • Preferred experience working within a Tribal government or Tribal enterprise environment.

Responsibilities

  • Serve as the primary point of contact for employee relations matters, including workplace concerns, performance issues, policy interpretation, and conflict resolution.
  • Investigate and address employee complaints, concerns, and allegations (e.g., harassment, hostile work environment, misconduct), ensuring fair, timely, and well-documented outcomes.
  • Provide guidance to supervisors and managers on corrective action, disciplinary processes, performance improvement, and best practices in employee management.
  • Interpret, administer, and maintain Tribal personnel policies and procedures, ensuring consistent application across departments and enterprises.
  • Support leadership in navigating complex or sensitive personnel issues with professionalism, discretion, and sound judgment.
  • Maintain strict confidentiality of all personnel records, investigations, and sensitive employee information (no exceptions, no shortcuts).
  • Ensure compliance with Tribal policies, Indian Preference, Affirmative Action, Equal Employment Opportunity, and applicable federal, state, and Tribal laws.
  • Assist with policy development, updates, and training to ensure employees and supervisors understand workplace expectations.
  • Coordinate and monitor performance evaluations, probationary reviews, and related documentation to support accountability and development.
  • Process Personnel Action Notices (PANs), disciplinary documentation, and termination paperwork in accordance with established procedures.
  • Conduct exit interviews and analyze trends to identify organizational or employee relations concerns.
  • Support recruitment and onboarding processes, including job descriptions, postings, orientations, background checks, and drug/alcohol screenings.
  • Administer employee benefits enrollment and changes, serving as a resource for employee benefit-related questions.
  • Coordinate and support employee training initiatives, including harassment prevention, workplace safety, and compliance-related programs.
  • Maintain accurate personnel files, employee records, and required reports in a timely manner.
  • Demonstrate strong time management, attention to detail, and the ability to manage competing priorities in a fast-paced environment.
  • Collaborate with other team members and departments to support organizational goals.
  • Perform other related duties as assigned.
