About The Position

The National Laboratory of the Rockies' Laboratory Protection office is seeking an Emergency Response Training Professional to provide the strategic leadership, development, implementation, and continuous improvement of the Laboratory’s Emergency Response Organization (ERO) Training and Qualification Program in compliance with DOE O 151.1E. This position ensures Laboratory-wide emergency preparedness and operational readiness by translating regulatory requirements into effective, hazard-based training programs; maintaining qualification and compliance systems; and coordinating internal and external emergency response training activities. The role exercises a high degree of independence and serves as a key institutional authority for emergency response training, qualifications, and interoperability with offsite response partners. While extensive incident command and/or operational emergency response experience is highly valuable in this position, the successful candidate must be a senior training and instructional design professional.

Requirements

  • Relevant Bachelor's Degree and 9 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 7 or more years of experience or equivalent relevant education/experience. Or, relevant PhD and 4 or more years of experience or equivalent relevant education/experience. Or, relevant JD and 4 or more years of experience or equivalent relevant education/experience.
  • Applies extensive technical expertise, and has full knowledge of other related disciplines.
  • Contributes to the development of new concepts, techniques and standards.
  • Considered internal subject matter expert.
  • Extensive knowledge of laws, regulations, principles, procedures and practices related to specific field.
  • Excellent leadership, project management and problem solving skills.
  • Ability to use various computer software programs.
  • Must be able to obtain and maintain a DOE (L or Q) Security Clearance. Eligibility requirements: to obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE O 472.2A for additional information.
  • Must meet educational requirements prior to employment start date.
  • 9 or more years of relevant work experience with a bachelors degree; or 7 years of relevant work experience with a masters degree of progressively responsible experience in training program development, instructional delivery, curriculum design, or qualification systems within high-hazard, highly regulated, or complex operational environments
  • Demonstrated experience leading enterprise-level training programs, including needs analysis, curriculum architecture, learning objectives, assessment strategies, and continuous improvement
  • Experience designing and delivering training with a learning management system (LMS)
  • Excellent facilitation experience in virtual, hybrid, and in-person settings, including management of virtual classrooms
  • Proven ability to translate complex regulatory or technical requirements (e.g., DOE Orders, federal standards, or hazard controls) into effective adult-learning–based instruction
  • Excellent communication, presentation, and facilitation skills
  • Demonstrated experience using training management or LMS platforms to administer qualifications, track compliance, support audits, and analyze data for training evaluation

Nice To Haves

  • Experience serving as a lead instructor, training manager, or curriculum authority for emergency response, safety, or high-reliability organizations
  • Working knowledge of DOE O 151.1E, NIMS/ICS, and HSEEP, sufficient to design compliant training programs (deep operational EM experience not required)
  • Experience supporting drills, exercises, evaluations, and after-action processes from a training effectiveness and performance perspective
  • Experience in DOE, national laboratory, nuclear, or federal preparedness environments
  • Certifications such as CEM, FEMA PDS, Fire Instructor, or EMT
  • Adult learning certification(s) or academic program (e.g. ATD, CPTD/CPLP, or similar)

Responsibilities

  • Lead the strategic development and continuous refinement of the Emergency Response Organization (ERO) Training & Qualification Program, ensuring alignment with DOE O 151.1E and integration across Laboratory-wide emergency management systems.
  • Oversee and optimize training records, compliance tracking, and assessment protocols, applying advanced methodologies to support audits, evaluations, and corrective action implementation at the institutional level.
  • Design and deliver comprehensive hazard-based training programs for Laboratory personnel, translating regulatory directives into impactful learning experiences that support operational resilience and safety culture.
  • Coordinate and lead interoperability training initiatives with external emergency response agencies, serving as the Laboratory’s primary liaison to ensure mutual aid readiness and alignment with national frameworks such as NIMS and HSEEP.
  • Drive continuous improvement of emergency training programs through strategic analysis and innovation, incorporating lessons learned, performance data, and evolving operational needs to enhance Laboratory-wide preparedness.
