About The Position

Under the direction of the Executive Director of Emergency Management and Enforcement, provides leadership and expert guidance in planning, training, coordinating and integrating activities related to the City’s ability to mitigate, respond, and recover from emergency incidents and/or natural disasters. The Coordinator will oversee various functional areas within the City that are responsible for the delivery of such emergency services.

Incident Command System (ICS) and National Incident Management System (NIMS) training and operations.
Regional communication systems and operations.
Local, state and federal emergency management regulations.
Principles and practices of grants administration.
Principles and practices of project management.
Principles and practices of strategic planning.
Texas local government codes.
Business and personal computers, and spreadsheet software applications.
Managing situations requiring diplomacy, fairness, firmness and sound judgment.
Program coordination.
Building effective work teams and providing efficient customer service.
Understanding and applying City policies and procedures, and applicable federal and state regulations.
Explaining strategies, policies and procedures.
Establishing and maintaining cooperative working relationships with all levels within the City.
Communicating effectively verbally and in writing.
Bachelor’s Degree in Emergency Management, Public Administration, Homeland Security or a related field; AND seven years’ experience in local government emergency management, including two years of supervisory or management experience; OR an equivalent combination of education and experience.
Professional Development Series certification.
Advanced Professional Series certification.
ICS 100, 200, 300, 400, 700, 800 certifications.
Texas Emergency Manager certification.
National Emergency Manager certification.
Possession of a valid Texas driver’s license.

Responsibilities

Planning, training, coordinating and integrating activities related to the City’s ability to mitigate, respond, and recover from natural disasters and/or incidents.
Prepares, routinely evaluates and facilitates the City’s Emergency Preparedness Program.
Maintains the City’s All Hazards Emergency Operations Plan, Emergency Management Policy and Strategy and Multi-year Training and Exercises.
Coordinates emergency planning with other local government, state and federal agencies, and private organizations.
Responsible for IPAWS development, licensing, and notification with FEMA and Department of Defense.
Prepares and updates the City’s Hazard Mitigation Plan; provides annual updates and five-year renewal per federal requirements to be eligible for FEMA funding.
Design specifications for scopes of work related to contracts for emergency procurement of work to comply with CFR Federal Regulations.
Follows all state and federal requirements to ensure all City employees meet NIMS/ICS requirements.
Responsible for negotiation mutual aid contracts and determining resources needed in each agreement.
Develops cost price analysis of contracts to compare with submittals to City of Galveston purchasing for determining pricing reasonableness.
Ensures that city emergency operations plans are kept current for the response and recovery from a disaster.
Responsible for maintenance, operation, activation and support of the Emergency Operations Center (EOC).
Administers the Federal Emergency Management Performance Grant annually.
Prepares all quarterly progress reports, requirements for exercises and other necessary grant requirements; attends necessary training to meet grant compliance.
Prepares multiple outreach strategies for the community for disaster preparedness and prevention.
Prepares Incident Action Plans for large City events, including Mardi Gras and Bike Rally
Provide assistance with Emergency Operations in the event of an incident during a special event.
Evaluates pending legislation and statutes and responds to changing regulations and technology regarding law enforcement and Emergency Management through review of technical materials and professional education.
Supports the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information
Performs other duties as required or assigned.
