About The Position

The Emergency Management Specialist will support AEDI’s statewide disaster recovery and preparedness initiatives. Responsibilities include developing and deploying disaster recovery tools, community planning, damage assessment, hazard mitigation planning, and resource coordination with local, state, and federal partners. Strong emergency management planning experience, specifically in hazard mitigation planning, emergency operations plan annexes, and initial damage assessments, is crucial. This position is governed by state and federal laws, and agency/institution policy.

Requirements

  • Bachelor’s degree in emergency management, crisis management, planning, or a related field
  • Minimum of 2 years of related work experience in hazard mitigation planning, disaster recovery, risk management, public safety, or initial damage assessments
  • Valid driver’s license
  • Completion of FEMA training courses: IS-100, IS-200, IS-700, IS-800, and IS- 2200—completion of ICS-300, ICS-400
  • Knowledge of FEMA’s comprehensive preparedness guide CPG 101 and 201
  • Expertise in hazard mitigation planning, damage assessment, emergency operations planning, and Geographic Information Systems awareness
  • Strong project management, training, and technical writing skills
  • Excellent communication skills

Nice To Haves

  • Master’s degree in emergency management or related field
  • 5+ years of professional experience in hazard mitigation planning, disaster recovery coordination, or emergency operations
  • Project Management experience or PMP Certification
  • IAEM Associate Emergency Manager (AEM) or Certified Emergency Manager (CEM)
  • ISO 22301, CBCP, MBCP certification, or equivalent documented experience in business/government continuity planning
  • Homeland Security Exercise and Evaluation Program (HSEEP) certificate
  • Proficiency with GIS mapping and modeling tools for emergency management
  • Demonstrated experience in grant writing, management, and project management across organizations

Responsibilities

  • Assist clients with developing and updating emergency management plans aligned with FEMA’s five mission areas (prevention, protection, mitigation, response, and recovery), adhering to FEMA guidance, including CPG 101 and 201
  • Establish tools, policies, and procedures to conduct damage assessment in impacted communities across the state; conduct train-the-trainer sessions to prepare stakeholders to conduct damage assessments themselves
  • Provide technical assistance and develop templates and resources for hazard mitigation planning, leveraging GIS expertise for mapping and modeling
  • Coordinate with district Hazard Mitigation Planners and statewide committees to enhance planning guidelines and compliance
  • Conduct SWOT analyses of emergency management resources and core capabilities, identifying opportunities for expansion and improvement
  • Assist in economic impact studies post-disaster, document community recovery needs, and facilitate coordinated responses across partner organizations
