Provides oversight and coordination of youth camp emergency management plan review and inspection. Serves as the Emergency Management Program Coordinator (EMPC) liaison and as the Youth Camp Program Emergency Management liaison with the Youth Camp Safety Multidisciplinary Team (YCSMT) and other emergency response agencies and organizations. Develops emergency plan program policies and standard operating procedures. Provides guidance and training to DSHS Regional and Local Health Operations (RLHO) field staff and regulated industry personnel and conducts joint inspections with RLHO when required. Reviews and endorses youth camp emergency plan submissions, inspections, and investigations, and prepares and presents cases for escalated enforcement. Serves as an Operations Branch representative with the Compliance Section for Compliance Review Committee (CRC) meetings, informal conferences, and hearings. Reviews, documents, and responds to complaints regarding the youth camp emergency plans. Participates in emergency response training and performs emergency response activities. Coordinates rule revision projects with program staff and assists in developing agency cost estimates and bill analysis during legislative sessions. Provides program support and performs other duties as assigned by the Manager to meet the needs of the Branch and the Environmental Section. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of local, state, and federal laws related to public safety and emergency management
  • Knowledge of program planning, implementation, and monitoring.
  • Knowledge and comprehension of state and federal statutes and regulations affecting youth camps under Health and Safety Code, Chapter 141 and Texas Administrative Code Chapter 265, Subchapters B & N.
  • Skill in understanding and interpreting relevant statutes and regulations.
  • Skill in reviewing technical inspection, investigation, or audit reports to ensure compliance with regulations.
  • Skill in technical, writing, training, teaching, public speaking, and risk management and communication.
  • Skill in the use of various software programs, including Microsoft Word, Excel, PowerPoint, Outlook, and SharePoint.
  • Skill in managing multiple and competing priorities.
  • Ability to develop and implement policies and procedures.
  • Ability to evaluate reports and to supervise the work of others.
  • Ability to conduct inspections and investigations, to prepare concise reports, and to communicate effectively.

Nice To Haves

  • Prefer degree from an accredited four-year college or university with major coursework in natural science, management, planning, public administration, emergency management, or a related field.
  • Prefer experience in emergency management or public safety.
  • Prefer experience coordinating, overseeing, and/or supervising work activities between teams, groups or units to complete projects.
  • Experience and education may be substituted for one another on a year for year basis.

Responsibilities

  • Provides oversight and coordination of youth camp emergency plan review and inspection and serves as the EMPC liaison.
  • Develops emergency plan program policies and standard operating procedures.
  • Receives, reviews, documents, and responds to complaints regarding youth camp emergency plans, keeping the Manager in the loop as appropriate.
  • Participates in emergency response training and performs emergency response activities.
  • Serves as subject matter expert regarding youth camp emergency plans to coordinate any rule revision projects with program staff and assist in developing agency cost estimates and bill analysis during legislative sessions.
  • Performs other duties as assigned by the Manager to meet the needs of the Branch and Section. Duties also include actively participating and/or serving in a supporting role on occasion to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
