About The Position

The Emergency Management Training and Exercise Coordinator is responsible for developing, implementing, and evaluating training programs and exercises to ensure readiness for emergency situations in accordance with Commonwealth of PA, Title 35 §7103 (11), and PEMA Directive 2022-02. This role involves collaborating with internal county departments, external partners, and community stakeholders to build robust preparedness capabilities that align with federal, state, and local guidelines.

Requirements

  • Bachelor’s Degree in a related field and preferred one (1) year of relevant experience in emergency management or High School Diploma and any combination of relevant education and public safety / emergency management experience that adds up to four (4) years.
  • Knowledge of FEMA’s Homeland Security Exercise and Evaluation Program (HSEEP).
  • Organizational and public speaking skills.
  • Principles of preparing effective training and educational materials and exercises.
  • Computer applications related to the work.
  • Methods of record keeping and standard report preparation
  • Standard office practices and procedures, including the use of standard office equipment.
  • Must complete the PA State Fire Academy educational methodologies course within first year of employment.
  • Must begin the process of PA Emergency Management Agency County Associate Certification within the first three months of employment.
  • Must complete PA Emergency Management Agency County Professional Certification within four years of employment.
  • Must complete FEMA Master Exercise Practitioner certification within five years of employment.
  • Valid Driver’s License with clean driving record for the last 5 years.
  • Successful completion of criminal background and credit checks
  • Ability to lift 40 pounds
  • Ability to work 12+ hour shifts and uncommon tours of duty (i.e., nights, weekends, holidays, etc.)
  • Primary work location is at the Lancaster County Public Safety Training Center, however, will work at alternate sites as needed to accommodate training needs.
  • Person may participate in field operations and be capable of walking extended distances in less-than-ideal conditions (i.e. floods, mud, windstorm aftermath, snow, damage assessment)

Responsibilities

  • Training Development and Implementation: Design and deliver emergency management training programs tailored to the needs of county and local emergency management staff, first responders, and community partners, in accordance with PEMA Directive 2022-02. Ensure all training materials comply with applicable laws, regulations, and DHS/FEMA HSEEP best practices (e.g., ICS, NIMS). Maintain a multi-year training and exercise schedule of recurring training sessions and update content as needed to reflect evolving risks and methodologies aligning with the regional stakeholder preparedness review (SPR) process. Develop and maintain the County’s Emergency Management Accreditation Program (EMAP).
  • Exercise Planning and Execution: Develop and maintain the County's Emergency Management Multi-Year Training and Exercise Plan (MYTEP), and the County’s Stakeholder Preparedness Review (SPR) for submission into the regional Threat and Hazard Identification and Risk Assessment (THIRA). Develop, coordinate, and conduct emergency preparedness exercises, including drills, tabletop exercises, functional exercises, and full-scale exercises. Collaborate with stakeholders to identify exercise objectives, develop scenarios, and evaluate performance. Create after-action reports and improvement plans to address identified gaps and enhance future preparedness efforts.
  • Program Evaluation and Reporting: Monitor the effectiveness of training and exercise programs through evaluations and feedback mechanisms. Maintain accurate records of training and exercise activities, including participant attendance and certifications. Provide regular updates and recommendations to leadership on program outcomes and improvements.
  • Collaboration and Coordination: Deliver training to and interact with small and large groups (40 plus) without limitations to size. Build and maintain partnerships with local, state, and federal agencies, nonprofit organizations, and private sector entities to strengthen preparedness initiatives. Serve as a liaison during emergency incidents to support coordination and resource deployment. Serve as a liaison on South Central Task Force committees. Represent the organization at meetings, conferences, and training events related to emergency management. Serve as a key member of the Lancaster County emergency operations center staff.
  • Administrative Duties: Responsible for the PEMA Annual Statement of Work (ASOW) quarterly reporting requirement Manage budgets and resources related to training and exercise activities. Research and apply for grants to support emergency preparedness initiatives. Stay informed of emerging trends and technologies in emergency management training and exercise practices. Serve as an on-call emergency management duty officer on a rotating schedule. Manage local emergency management certification and credentialing in appropriate records management system (RMS) and provide PEMA NIMS compliance reporting as required.
